Job Description
We are currently seeking a qualified Nuclear Construction Compliance Manager to join our Nuclear team, based out of Toronto, ON .
The Nuclear Construction Compliance Manager will be a champion of nuclear construction quality assurance program regulatory compliance, welding and NDE.
Overseeing the implementation of the nuclear quality assurance programs. Responsible for the Administration and technical direction of a multi-discipline nuclear construction quality assurance and welding organization and all activities relating to nuclear construction quality program.
Responsible for maintaining nuclear certificate of authorization permits, licenses, certification, welding program, interfacing with authorities having jurisdiction, and third-party certification agencies for nuclear activities.
Informs management of the effectiveness of the nuclear construction QA program implementation. Establishes and controls department budgets.
Reports to GM Nuclear and functional reports to the Construction Compliance Manager for the resolution of any quality related conflict to ensure independence from cost and schedule considerations.
The Nuclear Construction Compliance Manager may be assigned to multiple projects and shall ensure that the projects’ quality complies with the Quality Assurance Program and any additional contractual quality requirements.

Duties & Responsibilities include :
- Directs and coordinates the nuclear quality assurance programs, the applicable certification and is responsible for interfacing with the authorities having jurisdiction for code work and welding standards.
- Maintain existing certification and obtain new certifications and / or permits in provinces and territories as determined by Client Solution and GM Nuclear.
- Determines requirements for and directs preparation of, and / or reviewing, revising, and updating manuals, procedures, and guidelines to ensure that they comply with current federal, provincial acts, regulations, and applicable codes.
- Provides technical and administrative direction, including hiring, performance evaluations and salary actions, for nuclear projects quality and welding specialists.
- Formulates and monitors programs to assure management and clients that the nuclear quality assurance programs conform to policies and requirements.
- Schedule the quality audits and surveillances, coordinate implementation and perform if assigned. Assures that required corrective actions are reported and that follow-up provides satisfactory completion of corrective action.
- Directs and coordinates the resolution of nuclear construction quality challenges which are corporate in scope or have not been resolved at the project level.
- Directs and manages welding program for nuclear construction activities including welding procedures and welder qualification plans.
- Provides nuclear departmental job-hours and budget estimates for new proposals, projects, and certification scope requirements.
- Assign qualified Site Quality Manager, Lead Field Welding Specialist, and other quality personnel to nuclear jobsites and maintain their qualifications’ records.
- Maintains existing process and procedures for nuclear work activities and develops new procedures where required to meet regulatory and / or contractual requirements.
- Directs the formulation of programs for maintaining the professional competence of welding and construction quality personnel within the organization and provides assistance in training and indoctrination programs for corporate management personnel whose activities affect nuclear construction quality.
- Directs the activities of a multi-discipline nuclear construction quality and welding organization.
- Ensure contractual obligations are met and full compliance with all applicable codes, standards, and regulatory requirements.
- Coordinates with their counterparts at Bechtel on nuclear quality issues.
Qualifications
Minimum 15 years of experience in engineering, construction, or operation of energy, mining, infrastructure, or nuclear businesses, of which 5 years performing Quality functions in a nuclear construction environment.
A minimum of 2 years of this experience shall be in supervision of quality activities for a self-perform nuclear construction execution project.
- A recognized degree or diploma in an engineering or scientific discipline. In lieu of a degree or diploma, specialized courses in related engineering and quality disciplines will be considered.
- Holding an industry certification such as ISO, CSA, AWS, ASNT, API, NACE, ABSA WE, nuclear lead auditor, etc. is desirable.
- Knowledge of nuclear quality assurance principles and their application to design, field engineering, field procurement construction, testing and start-up.
- Experience in developing and qualifying welding procedures and welders in accordance with ASME Section III.
- A working knowledge of Non-destructive Examination techniques such as Radiography, Ultrasonics, Magnetic Particle and Liquid Penetrant in accordance with ASME Section III.
- A working knowledge of Canadian and Provincial regulatory and certification agencies, codes and standards associated with the nuclear industry and an understanding of their potential impact when applied to corporate and project work.
- Proficiency in oral and written communication.
- Proficiency in providing direction and on-the-job training to assigned personnel.
- Proficiency in establishing and controlling budgets.
