Main Purpose and Function
The Safety & Training Advisor monitors regulatory compliance and provides safety and best practice consultation services to supervisors and management within Park Operations operational groups. The position anticipates, recognizes, evaluates, recommends and assists in the development and delivery of practical controls and training for safety hazards, regulatory compliance and best practice in field-based operational environments. The position also investigates safety concerns and incidents and provides recommendations to management and committees to support consistent and effective implementation of the organization’s safety programs.

Specific Duties and Responsibilities

• Researches best practices by ensuring assigned operational areas meet compliance requirements of WorkSafeBC, the National Safety Code, the BC Motor Vehicle Act and other applicable regulatory bodies that govern the work done in the branch and supports alignment with organization safety programs and standards.
• Advises and consults with management regarding best practices and compliance requirements; writes procedures and develops processes to document best practices and compliance. Mentors and coaches management, supervisors and crews on new processes and practices to support consistent application in the field.
• Conducts comprehensive onsite risk assessments and safety studies and writes evaluative reports recommending measures to mitigate occupational health and safety risk; develops related safe work procedures, safety manuals, specific safety training programs and related records and documentation that are in compliance with regulatory standards and operational requirements.
• Provides guidance and leadership to staff in mentorship roles including supervisors and occupational health and safety committee members through coaching, facilitation, and field support.
• Conducts regular site inspections in conjunction with supervisors and superintendents to support hazard identification and verification of controls.
• Supports development of monthly crew talks as well as attends, participates in and/or delivers crew talks as required.
• Investigates safety incidents and concerns; documents events and provides management with recommendations on changes to procedures and practices.
• Investigates incidents and accidents related to equipment and vehicles and provides recommendations on changes, procedures, practices and further training requirements.
• In consultation with management, prepares and delivers safety and operational training programs, including coordination of onboarding for new employees. Prepares training agendas and resource materials (such as handouts, tests and videos) suitable for different learning styles and audiences, and administers tests as required.
• Audits operations for compliance and creates and maintains audit records. Notifies field supervisors and/or Superintendents on non-compliance issues and provides recommendations and guidance to support corrective actions. If necessary, the position may enforce compliance on-site.
• Manages applicable workgroups technical safety training including Occupational First Aid and related programs such as respirator fit test program, hearing conservation program, hazardous waste training program and other assigned safety programs.
• Monitors OHS dashboard and maintains related health & safety records; prepares correspondence and a variety of reports related to health & safety key performance indicators.
• Provides input, where requested, into investigations and reviews related to safety matters.
• Participates in confidential planning that may have operational implications and develops and makes recommendations that may result in the re-assignment of responsibilities between staff, and in the reduction of or increase to staff complement.
• Participates in monthly Joint Occupational Health and Safety Committee meetings as required and supports effective functioning of the committee.
• Performs other duties as required.

Qualifications
Education and Experience:

• Completion of a recognized certificate/diploma program in occupational health and safety and sound related experience in operational safety environments (e.g. construction, municipal operations, heavy equipment, parks or public works), including experience in teaching practical and class courses to operational crews; or an equivalent combination of education and experience.
• Working knowledge of applicable WorkSafeBC Regulations related to Park Operations working environment (e.g. equipment operations, fall protection, confined space entry, violence prevention).
• Occupational Health & Safety or Occupational Hygiene related studies, either completed or working towards a certificate or diploma, is considered an asset.
• A valid Class 5 Driver’s Licence for the Province of British Columbia.

Knowledge, Skills and Abilities:

• Thorough knowledge of the occupational health and safety regulations, rules and procedures related to the work.
• Thorough knowledge of the principles, practices and procedures used in occupational health and safety risk assessments and accident investigations.
• Ability to read and interpret regulations, standards, scientific articles, operating and maintenance instructions and procedure manuals.
• Ability to speak effectively before groups of people.
• Ability to research and critically evaluate the validity and practical implementation of research material in operations.
• Considerable knowledge of occupational health and safety and audit-trail recordkeeping requirements and standards.
• Proficient in standard Microsoft business software, including PowerPoint, Excel, Email and Word.
• Ability to read and interpret documents such as regulations, standards, scientific articles, operating and maintenance instructions, and procedure manuals and to develop clear, practical procedures and guidance documents, and training courses (theory and practical) for operational use.
• Ability to facilitate and manage large, diverse groups within an educational setting.
• Ability to work independently with little supervision.
• Working knowledge of applicable WorkSafeBC Regulations related to construction activities or heavy equipment safety.
• Considerable knowledge of the methods, materials, tools and equipment applicable to Park Operations (horticulture, park rangers, mobile janitorial, trade shops and urban forestry).
• Strong interpersonal and communication skills (verbal and written), including preparing accurate and timely reports, facilitating meetings, delivering presentations and sharing information and ideas within and across departments, and the ability to include and promote teamwork.
• Skilled in the use of computers; adapts to new technology, keeps abreast of changes, learns new programs quickly and uses computers to improve productivity.
• Ability to recognize problems and respond, systematically gather information, sort through complex issues, seek input from others, address root causes, make timely and sometimes difficult decisions, and communicate decisions to others.
• Ability to lead through change and diversity, build consensus, motivate, encourage and collaborate with others.
• Ability to provide feedback, coaching and mentoring, and to challenge and develop employees.
• Ability to target and achieve results, set challenging goals, prioritize tasks, overcome obstacles, accept accountability, set standards and responsibilities, and provide leadership with a commitment to excellence.
• Ability to work in a Unionized environment and able to work cohesively within a management team.
