Job Description Summary

Provides strategic leadership in the preparation and delivery of business and operational plans for the Engineering and Utility Services division of Facilities Management including the operation of the Central Heating Plant, boilers, HVAC, heating and air conditioning systems, fire and life safety systems, elevators, electrical and lighting, The position is also responsible for developing, designing and planning of capital, cyclical and preventative maintenance programs for UBC assets. Manages a variety of routine capital and capital projects up to $2,500,000 in budget (approximately 30 projects per year).

Organizational Status

This position reports under the general direction of the Associate Director of Facilities Management. Responsible for development and maintaining effective working relationships with a variety of internal and external groups, including other UBC Okanagan campus faculties and administrative departments, other institutions, external agencies, advisory committees, funding agencies, professional associations and community organizations.

Work Performed

1. Leads the operations of the technical trades including Engineers (Maintenance and Electrical), electricians and controls technicians. Manages staffing levels to meet regulations for various technical equipment across campus. Ensures employees receive appropriate training and orientation, maintain required certifications, performance evaluations, staff recognition, succession planning, discipline, terminations and grievances.



2. Provides strategic leadership for the development of all technical guidelines for new and existing building systems. Including interpreting the technical guidelines during new project handovers and identifying deficiencies (eg.ensuring handover protocols & procedures for all new UBC assets are as intended in project scope).



3. Responsible for ensuring buildings are commissioned based on required regulations. Develops plans and proposals to bring defects up to requirements.



4. Responsible for the efficient and effective running of all technical building management on the Okanagan campus, including the Central heating plant, boilers, HVA, heating and air conditioning systems, fire and life safety programs, elevators, electrical and lighting.



5. Plans, organizes, directs, controls, evaluates and implements strategic operational business plans and implements policies, procedures and programs for the unit division.



6. Strategic management of budget for the unit division, in collaboration with the Associate director, Facilities management and the CORMS finance team. Responsible for meeting or exceeding revenue and expense projections by minimizing expenditures while continually improving customer service.



7. Responsible for project management of capital projects, ranging from $25,000 to $2,500,000, from the planning phase straight through completion for technical or other projects as assigned.



8. Manages RFP process, contracting and performance of consultants and contractors for various engineering and operations projects within UBC purchasing guidelines .Liaises with Campus Planning & Development to discuss project conformity. Includes negotiation , RFP and award for elevator service. Liaising with and supervising the performance of service providers.



9. Oversees health safety and environment initiatives and directives in collaboration with Risk Management Services team .Initiates any corrective action or safety improvement programs and supports wellness initiatives.



10. Participates in broader strategic planning initiatives for UBC Facilities Management and CORMS with associate Director and Director.



11. Develops and manages routine capital projects (minor and cyclical) including management of all trades staff or contractors and associated budgets. Designs projects and determines and manages internal project teams or manages contracted projects from inception to completion.



12. Setting and prioritizing 5 year cyclical objectives for the campus. Reallocates budget due to major emergency repairs.



13. Regularly drafts proposals for additional funding from the Ministry of Advanced Education to increase capital project funding and prioritizes based on UBC mission.



14. Develops associated safety programs and documentation and ensures work conformance with all applicable safety standards and applicable acts and regulations, but not limited to, including building codes, egress requirements and accessibility for people with disabilities.



15. Responsible for mandated operational, maintenance, record keeping and personnel training to ensure compliance to the: Power Engineers, Boiler, Pressure Vessel and Refrigeration Act; BC Safety Authorities Act for any work on Pressure Vessels, Steam and HVAC related systems; BC Electrical Act and Regulations as per BC Safety Authority.



16. Leads sustainability initiatives pertaining to area of responsibility including energy reduction education and promotion; control technologies; emission reduction and fuel efficiency through the use of alternate fuel equipment.



17. Liaises with all external authorizes regarding code or regulations including the Power Engineers, Boiler, Pressure Vessel and Refrigeration Act; BC Safety Authorities Act for any work on Pressure Vessels, Steam and HVAC related systems; BC Electrical Act and Regulations as per BC Safety Authority.



18. Manages the inspection program including HVAC, fire & life safety systems, heating and cooling systems, utility infrastructure, electrical and lighting to ensure equipment and facilities to meet all legal requirements, to reduce required staffing components and increase cost savings.



19. Managing various projects within allocated budgets under minor capital, renovation and special onetime funding. Projects include redesign of the boiler facilities, commissioning of a new heating plant and input into all new campus buildings.



20. Performs other related duties as required.

Consequence of Error/Judgement

Decisions made and actions taken could have adverse effects on the culture, environment and staff morale within Facilities Management subsequently affecting the overall operations of the department and its relations with other agencies and UBCO departments. Decision making have a significant impact on campus operations and services and could must in major cost implications. Errors in the management of projects can have serious financial impact not only on the department that the work is being completed for, but for the University as a whole. Ensuring reliability of Building systems, Utilities and infrastructure are UBC mission critical functions as without these services, research, safety and UBC reputation are at risk



Must be able to effectively plan and/or problem solve through use of policy, procedures and regulations, resolving minor and major issues to keep the campus users safe and secure. Precedents and procedures are not always present in the role. While a portion of each task is or may be documented, many unique or exceptional circumstances occur which have to be proactively resolved. It is in these situations where the incumbent must concentrate, and have excellent problem solving skills to complete the task.

Supervision Received

Works under limited supervision by Associate Director of Facilities Management.

Supervision Given

Manages a team of engineers and electricians by assigning, directing and reviewing work. Supervises contracted services.

Preferred Qualifications

Undergraduate degree in a relevant discipline. Eligibility for membership in a professional Institute or Association.Engineering and Journeyperson certification in an appropriate trade is preferred.Minimum of 7 years of related experience including experience in related technical fields, project coordination and cost control or the equivalent combination of education and experience.Supervisory experience at a responsible level in the engineering, construction, or facilities maintenance fields, including labour and material cost estimating experience. - Ideal skills in mechanical and electrical systems.
