At the City of Penticton, our goal is to serve our residents, businesses, and visitors through good governance, partnership, and the delivery of effective and community-focused services.

The City of Penticton Utilities Department keeps our community safe by providing clean, safe, drinking water, a reliable sanitary sewer system and storm water drainage to help prevent flooding. The Department consists of the Water Treatment Plant, Utilities Distribution & Collections Branch and Advanced Waste Water Treatment Plant.

Reporting to the Manager of Utilities, the Water Treatment Plant Supervisor is a key member of the Utilities Department and is responsible for all aspects of the operation and maintenance of the City's Water Treatment Plant facility which is a dual source chemical treatment plant, with source water from Okanagan Lake and Penticton Creek. This position also is responsible for operations and maintenance of the pump stations, booster stations and distribution system reservoir network.

Key Duties & Responsibilities :

  • Responsible for all water treatment related water quality issues, maintenance of accurate records and reporting requirements for Provincial and Federal regulations.
  • Performing general and technical assignments in researching, analyzing, monitoring and reporting within the department.
  • Responsible for plant operations, pump stations, reservoirs, infrastructure maintenance, budgeting / cost control and capital improvements.
  • Organize the approach and response to demands and needs for construction, repair and maintenance of the City's water treatment systems, equipment, and facilities.
  • Analyze Federal, Provincial, and Local regulations and ensure regulatory compliance.
  • Provide safe water for the citizens of Penticton that meets the Canadian Drinking Water Guidelines by optimizing treatment processes and keeping well-informed of new treatment technologies.
  • Evaluate current treatment costs and anticipated future costs, track and trend expenses related to the treatment of water and maintenance of infrastructure, reducing cost if possible, without compromising quality.
  • Point of contact with Interior Health Authority regarding all water quality issues within the City.
  • Liaise with the Okanagan Basin Water Board.
  • Ensuring compliance with City safety policies, rules, regulations, bylaws and policies.
  • Create annual operations budgets, annual, five and ten year capital budgets.
  • Review, tender and award chemical contracts, equipment purchases, engineering contracts and general operations and maintenance purchases.
  • Maintain and operate pump stations, reservoirs and data collection instrumentation in accordance with standard operating procedures.
  • Schedule and track maintenance procedures using software.
  • Create and maintain Emergency Response Plans for all key infrastructure that address infrastructure failures.
  • Develop and implement department goals, objectives and priorities.
  • Supervision of Water Treatment Plant employees, including training, employee development and daily work assignments. Includes staff and self-development, preparation and communication of work schedules.
  • Respond to public concerns regarding water quality and provide information to the General Manager of Infrastructure, City Engineer and City Council on matters of interest regarding water quality.

Education Training and Experience :

  • Diploma in Water Engineering Technology and / or Bachelors degree in Environmental Science or related field
  • Level IV certification in Water Treatment in the Environmental Operators Certification Program (EOCP).
  • Seven (7) years' experience in a municipal water treatment plant environment with a minimum of three (3) years in a leadership / supervisory role.
  • Previous experience operating and maintaining a chemical water treatment plant.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.
  • Supplemental courses and certifications in leadership, supervisory or management courses considered an asset.
  • An equivalent combination of education and experience may be considered.
  • A valid Class Five (5) BC Driver's License.
  • Required Knowledge, Abilities & Skills :

  • A strong background in mathematics, chemistry and water hydraulics is required.
  • Thorough understanding of all legislation, standards, and best practices pertaining to water treatment operations.
  • Knowledge of all equipment and processes used in water treatment operations.
  • Must be familiar with health, safety, and environmental standards.
  • Ability to empower people to use innovative approaches in situations involving rapid change, shifting priorities, and / or simultaneous demands.
  • Excellent interpersonal, analytical, and communication skills, as well as a demonstrated ability to assess situations from a business perspective.
  • Strong team player with a collaborative style.
  • Strong organizational project management, and facilitation skills.
  • Ability to establish and maintain effective working relationships with managers, employees, leaders, industry contacts and other external contacts.
  • Proficient with various software applications, including Microsoft Office and CMMS.
  • Sound, practical judgment using independent decision making.
  • Must be able to obtain and maintain a satisfactory Police Information Check.
