Main Responsibilities

  • Coordinate directly with buyers and the procurement team on information and decisions that affect purchasing activities such as organizational changes, supplier difficulties, local/central instructions, and Make or Buy decisions.
  • Act as a facilitator between Procurement Function and Product Line (PL) operational members.
  • Support project execution and tender commitment by managing the suppliers’ QCD (Quality Cost Delivery) performance.
  • Operational procurement responsibility on negotiation and cross sites/businesses bundling.
  • Animate Savings Plan in tender and project phase, for the scope’s yearly goal based on commercial/technical and business intelligence scenarios, to support company profitability and local profit and loss.
  • Develop and manage the local Procurement team in close coordination with central Procurement, including monitoring workload and process to arbitration.
  • Support local Procurement team in commercial and contractual negotiation during project execution phase.
  • Apply and support Alstom Procurement rules and process/tools.
  • Challenge central Procurement management to secure project execution and profitability in escalation phase.
  • Apply local risk management governance.
  • Provide site input to central Procurement, in order to guide commodity strategies.
  • Ensure Supplier Panel Compliance with defined Target Panel.
  • Provide the business with risk analysis on commodities strategies deployment for oncoming tenders.
  • Develop and implement common mitigation plan to secure future business award in line with commodity strategies (Commodity leader).
  • Secure continuous improvement within the whole local Procurement team (Specific Measurable Achievable Relevant Time bound).
  • Manage supplier local Quality Cost Delivery performances, including resolving major issues and securing objectives achievement.

Requirements:

Education

  • Bachelor’s degree in Business, Purchasing, Engineering (mechanical or industrial), or related field;

Experience

  • 10 years of work experience in job offered or in a procurement-related occupation. Previous Management experience will be considered as an additional asset.

Desirable

  • Procurement and Components for KPI monitoring, workload balance on deliverables, and leading them on the usage of the procurement tools and policies;
  • Defining the supplier panel through the commodity strategy to achieve savings goal for the functional area, and following supplier performance through the main KPIs measuring their Quality, Cost Competitiveness and On time delivery;
  • Experience in purchasing and negotiations, assessing price for labor and components during the integration of final goods, embedding engineering testing and quality requirements to identify and control the Total cost of ownership;
  • Project management experience within a complex matrix environment, working across engineering, quality, industrial, supply chain and finance to coordinate the DFQ (Product Development for Quality) cycle and receive the product timely and in compliance with engineering architecture and safety requirements; and
  • Working with System Tools including: SAP & the PTP functionality, DFQ (Design for Quality), SOL (Sourcing On Line), QCDT (Quality, Cost, Delivery, Technical) management, and Quality portal and firewall Requisitions reporting.

Must be available to work on projects at various, unanticipated sites throughout Canada and the United States. Must be available to travel internationally up to 40% of the time.

Knowledge of a language other than French is an asset when dealing with our international partners, suppliers, colleagues and customers. In Quebec, French remains the main working language of our company.
