Project Overview

The Province requires a Project Manager (PM) to provide project delivery oversight and coordination across multiple concurrent, high-priority initiatives currently in progress. The successful resource must be capable of managing multiple streams of work simultaneously, maintaining strong vendor and stakeholder relationships, and ensuring deliverables are advanced in accordance with project timelines, governance expectations, and operational objectives.

The PM's time will be split between two key streams of activities, although additional work activities may be required.

Cybersecurity (CYBER) Vulnerability Mitigation Program

The CYBER program requires a PM at 50% allocation to continue work on the Legacy Server Remediation Project. While measurable progress has been achieved, critical end-of-life infrastructure remain active, including SQL Server 2012 and Windows 2008/2012 servers. Windows 2016 servers will not be supported after January, 2027 and must also be remediated. These efforts are essential to reducing legacy risk exposure and require sustained governance and coordination with various technical areas and projects.

Delivery timelines remain at risk and the remediation effort is expected to extend well beyond September, with a significant volume of work remaining. Maintaining continuity in project leadership is therefore essential to ensure stable execution, effective risk management, and sustained delivery momentum.

This engagement will enable continued oversight, cross-subproject coordination, mitigation of delivery risks, and support the successful progression of the Legacy Server Remediation Project.

SharePoint Online (SPO) Migration Management

The SPO Migration Project has completed the majority of migrations; however, the remaining work represents the most complex and resource-intensive portion of the initiative. A dedicated PM is required to coordinate ministries, manage approvals, resolve ownership and migration issues, monitor delivery, and mitigate risks. This role is essential to ensuring successful completion of the project and preventing extended operational support costs associated with legacy SharePoint environments.

The PM is responsible for the overall management and support of critical in-flight and/or emerging work across SPO and infrastructure initiatives. Primary responsibilities include:

  • Manage and oversee the completion of remaining SP2016 migrations and decommissioning
  • Delivery of 5 outstanding intranets
  • Complete and manage the extranet migration, which includes the legacy server (2008) replacement
    • WFD Farm
    • Manage dependency on PEDs/SIAMS access
  • Manage the transition of 22 Power Apps built to replace SP2016 customizations to CCS operations

This work is time-sensitive and required to meet migration commitments and reduce legacy platform risk. SP2016 will be at end of life on July 14, 2026 and ongoing risk management with Cybersecurity is required.

The PM will provide continuity, utilize established knowledge and relationships, and experienced oversight across these interdependent workstreams. Without this resource, timelines will slip, security/operational risks will increase, and current capacity constraints will impact delivery.

Scope of Services

The PM will provide end-to-end project management services across multiple concurrent initiatives, including planning, coordination, business analysis, schedule management, stakeholder engagement, vendor oversight, procurement support, governance reporting, risk and issue management, and transition planning. The current scope of work includes initiatives listed above but may expand to include other initiatives as required.

Duties

Overall responsibility for coordinating and delivering IT projects from initiation through completion. This includes overseeing all project activities, establishing timelines, assigning tasks, and tracking progress to ensure objectives are met. Maintains effective working relationships with project teams, vendors, and cross‑departmental partners. Provides clear, timely progress updates and prepares status reports for senior management.

  • Compile project charters, business/project plans and other relevant project documentation in compliance with established project practices, standards and controls.
  • Manage project(s) that may include documenting business requirements, designing and delivering IT solutions that are compliant with and contribute to the Ministries' enterprise architecture.
  • Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
  • Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
  • Manage multiple projects and resources, and utilize appropriate project governance and oversight
  • Work with Program Managers and project sponsors to ensure that effective project communication exists through the project(s) including escalation of risks as required.
  • Take responsibility for ongoing client satisfaction, manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
  • Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project's objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
  • Work with program managers, project sponsors and Project Standards and Controls to ensure that project organizational structures have clearly defined roles and responsibilities for all stakeholders.
  • Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
  • Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
  • Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
  • Develop, as required, related requirements documentation.
  • In collaboration with program managers and project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
  • Provide leadership and assistance to business and project teams that require change management and communication support.
  • Work within the standards defined by Project Services (PS) and, in the absence of standards, work with PS to define new standards.
  • Leverage MS applications, collaboration tools, AI, and other relevant tools to enhance reporting and communications
