About the Role
We are seeking an experienced Senior Business & Change Management Analyst to support technology-enabled transformation, business process improvement, and organizational change initiatives within a public-sector environment.
This is a hybrid role combining approximately 60% Business Analysis and 40% Organizational Change Management, with the flexibility to adjust based on project priorities.
The successful candidate will work closely with business leaders, project managers, technical teams, and cross-functional stakeholders to understand business needs, define requirements, improve processes, implement technology solutions, and ensure successful adoption of organizational change.
This position will support initiatives from project initiation through implementation, stabilization, and continuous improvement.
Key Responsibilities
Business Analysis & Project Delivery
- Lead and support initiatives from discovery and planning through implementation and post-implementation stabilization.
- Conduct stakeholder interviews, discovery sessions, workshops, and business needs assessments.
- Elicit, analyze, document, and validate business, functional, and technical requirements.
- Develop business cases, process maps, user stories, use cases, requirements documentation, and other project deliverables.
- Analyze current-state processes and identify opportunities for process improvement, re-engineering, and service optimization.
- Develop future-state processes and recommend practical, sustainable solutions.
- Support the development, enhancement, testing, implementation, and maintenance of business applications and technology solutions.
- Work collaboratively with project managers, technical teams, vendors, business stakeholders, and leadership.
- Facilitate User Acceptance Testing (UAT), business readiness assessments, implementation planning, and deployment activities.
- Identify project risks, issues, dependencies, and opportunities and support appropriate mitigation strategies.
- Develop integrated project plans, schedules, governance materials, status reports, and other project documentation.
- Support project governance, decision-making, and executive reporting.
Organizational Change Management
- Develop and implement comprehensive change management strategies and plans.
- Conduct stakeholder identification, stakeholder analysis, and change impact assessments.
- Assess organizational readiness and identify barriers to successful adoption.
- Develop communication, engagement, training, coaching, and resistance-management strategies.
- Work with sponsors, leaders, and project teams to build awareness, commitment, and readiness for change.
- Develop stakeholder engagement and sponsor roadmaps throughout the change lifecycle.
- Facilitate workshops, presentations, meetings, and change-related discussions with stakeholders at various organizational levels.
- Support leaders and managers in addressing resistance and reinforcing desired behaviours and outcomes.
- Monitor and measure adoption, utilization, proficiency, and change effectiveness.
- Identify opportunities for continuous improvement and sustained adoption.
- Develop clear and compelling communications for both technical and non-technical audiences.
Operational Support & Continuous Improvement
- Support operational planning and initiatives aligned with organizational strategies and priorities.
- Analyze business performance information and identify opportunities to improve processes, services, and outcomes.
- Provide recommendations, options, and implementation approaches to leadership and decision-makers.
- Support continuous improvement and business transformation initiatives.
- Translate complex business and technology issues into practical recommendations.
- Work effectively across multiple priorities in a complex and evolving environment.
Required Qualifications & Experience
The successful candidate must demonstrate:
- University degree in Business Administration, Commerce, Public Administration, Organizational Development, Change Management, Information Systems, or a related discipline.
- Minimum 5 years of experience developing integrated project plans and supporting complex initiatives.
- Minimum 5 years of experience helping organizations execute strategies involving technology, processes, people, or organizational change.
- Minimum 5 years of project management experience supporting complex initiatives.
- Minimum 5 years of experience developing project documentation for a variety of initiatives.
- Minimum 5 years of experience leading or supporting project governance, change management, and communications activities.
- Minimum 5 years of experience working directly with internal and external stakeholders, including senior leadership.
- Minimum 5 years of experience working with Agile, Waterfall, Hybrid, or similar software development/project delivery methodologies.
- Minimum 5 years of experience working with cross-functional teams to understand detailed requirements and develop practical solutions.
- Minimum 5 years of experience working with senior leadership to define project scope, objectives, deliverables, priorities, and success measures.
- Demonstrated expertise in business analysis, organizational change management, process improvement, and technology-enabled transformation.
- Strong consultation, facilitation, negotiation, conflict-resolution, influencing, and relationship-management skills.
- Excellent written and verbal communication skills, including the ability to present complex information to senior audiences.
Professional Certifications
Candidates should hold relevant professional certifications, including:
- PMP certification issued by the Project Management Institute or equivalent.
- Certified Scrum Master (CSM) or equivalent Agile certification.
- Business Analysis certification, such as IIBA or equivalent.
- Change Management certification, such as Prosci, ACMP, CMI, APMG, or equivalent.
Preferred / Nice-to-Have Experience
Preference may be given to candidates with:
- Experience working as a Change Manager on large, complex custom software implementations.
- 5+ years of experience with data integration between clinical applications or other complex enterprise systems.
- 5+ years of experience analyzing, developing, and integrating complex IT systems with business processes.
- Experience framing complex business questions and translating them into clear analytical and technology requirements.
- Experience with Prosci ADKAR, ACMP, Kotter, or comparable change management methodologies.
- Experience with business process mapping, process engineering, re-engineering, and continuous improvement.
- Experience with Value Stream Mapping.
- Experience developing stakeholder engagement, communication, training, and readiness strategies.
- Experience with Agile, Scrum, Waterfall, and Hybrid delivery environments.
- Experience supporting UAT, implementation planning, and organizational readiness.
- Experience developing and presenting recommendations and options to senior executives.
- Experience working in a public-sector or government environment.
- Experience with business intelligence, reporting, and performance measurement.
Work Environment
This position is primarily onsite in Edmonton, Alberta, with occasional remote work possible based on business requirements.
