Actalent's client is seeking a Civil Quality Inspector to support a major power generation facility construction project during the early civil construction phases, acting as the primary quality representative on site for earthworks, grading, and piling activities. This role ensures that all quality requirements, documentation, inspections, and reporting comply with the established quality management program while collaborating closely with subcontractors, project management, and the client.

Responsibilities

  • Serve as the primary on-site quality representative during early civil construction phases, including earthworks, grading, and piling activities.
  • Support the power generation facility scope by overseeing quality aspects of site clearing, stripping, earthworks, and rough grading.
  • Conduct civil inspections and review survey reports to verify compliance with project specifications and quality standards.
  • Provide quality oversight for subcontractors, ensuring their work meets contractual, regulatory, and project-specific requirements.
  • Coordinate piling activities and maintain accurate piling quality documentation, including inspection records and test results.
  • Manage quality documentation, including inspection records, quality reports, and turnover packages, ensuring they are complete, accurate, and properly filed.
  • Work within the contractor’s quality management program to implement and uphold quality procedures and processes.
  • Review and maintain quality records such as Inspection and Test Plans (ITPs), Non-Conformance Reports (NCRs), Requests for Information (RFIs), and Management of Change (MOC) documentation.
  • Collaborate with clients, subcontractors, and construction teams to address quality issues, clarify requirements, and resolve discrepancies.
  • Monitor civil construction activities such as excavation, earthworks, grading, piling, and concrete work to ensure adherence to design and quality standards.
  • Use digital tools such as SharePoint, Bluebeam, and Microsoft Office to manage documents, track inspections, and prepare reports.
  • Escalate quality concerns or non-conformances in a timely manner and support corrective and preventive actions.
  • Support project startup activities by assisting with office-based quality planning, documentation setup, and process implementation.
  • Contribute to continuous improvement of quality processes by identifying opportunities to enhance documentation, inspections, and reporting.

MUST HAVE:

  • 5+ years of quality inspection, QA/QC, or civil quality experience.
  • Proven experience supporting civil construction projects, including earthworks, grading, excavation, piling, or concrete work.
  • Experience working within a contractor quality management program.
  • Demonstrated ability to manage quality documentation, inspection records, and turnover packages.
  • Experience coordinating with clients, subcontractors, and construction teams on quality-related matters.
  • Experience reviewing survey reports and field inspection records.
  • Strong understanding of Inspection and Test Plans (ITPs), quality records, Non-Conformance Reports (NCRs), Requests for Information (RFIs), Management of Change (MOCs), and related quality processes.
  • Proficiency with SharePoint, Bluebeam, and Microsoft Office applications.
  • Strong communication skills with the ability to work independently and interact effectively with multiple stakeholders.
  • Solid knowledge of civil construction activities such as earthworks, concrete, and piling from a quality perspective.

NICE TO HAVE:

  • Piling inspection experience.
  • Concrete quality experience, including testing and inspection.
  • Compaction testing experience for earthworks.
  • Hands-on experience with earthworks and rough grading.
  • Experience supporting large industrial, energy, or infrastructure projects.
  • Familiarity with InEight or similar project management and construction software.
  • Exposure to geotechnical inspection and testing.
  • Strong organizational and document management skills.
  • Ability to manage multiple stakeholders, including subcontractors, project teams, and client representatives.
  • Self-starter who can work independently with minimal supervision.
  • Proactive, detail-oriented mindset with the ability to take initiative and escalate issues appropriately.
  • Strong client-facing communication skills and a professional demeanor.
