Project: Consumer Licensing Enquiry Online (CLEO)

Location: Edmonton, Alberta

Work Arrangement: Remote within Canada with occasional onsite attendance in Edmonton

Contract: Approximately 1,805.25 hours, with potential extension up to 12 months

Hours: 36.25 hours/week

Maximum Rate: $100–$110 CAD/hour

Travel: Up to 15%key skills


Position Overview

The Government of Alberta is seeking a Senior Organizational Change Manager to lead organizational change management and business readiness activities for the Consumer Licensing Enquiry Online (CLEO) modernization initiative.

The successful candidate will be responsible for developing and executing change management strategies that support organizational, business process, technology, and AI-enabled changes. The role will focus on stakeholder engagement, communications, training, adoption, business readiness, deployment readiness, and transition to operations.

The Senior Organizational Change Manager will work closely with the Service Owner, Project Manager, business leadership, technical teams, operational stakeholders, and vendors to ensure successful implementation, adoption, and sustained use of CLEO.

Key Responsibilities

Organizational Change & Business Readiness

  • Develop, maintain, and execute an integrated Organizational Change Management and Business Readiness strategy.
  • Conduct change impact assessments across business processes, roles, services, technologies, and operational practices.
  • Develop business readiness plans, assessments, schedules, metrics, and reporting mechanisms.
  • Identify and manage change-related risks, issues, dependencies, resistance factors, and mitigation strategies.
  • Align OCM activities with project milestones, releases, deployment plans, and governance requirements.

Stakeholder Engagement

  • Identify and assess stakeholder groups impacted by the CLEO modernization.
  • Develop and implement stakeholder engagement strategies.
  • Assess stakeholder readiness and monitor organizational preparedness throughout the project lifecycle.
  • Build and maintain effective relationships with executives, management, program sponsors, business representatives, SMEs, and end users.
  • Support leaders and impacted teams through organizational and technology-enabled change.

Communications & Engagement

  • Develop and execute comprehensive communications and engagement strategies.
  • Create and maintain newsletters, FAQs, user guides, presentations, key messages, stakeholder briefings, implementation updates, and knowledge resources.
  • Deliver communications and presentations to various organizational levels, including executive leadership and project stakeholders.
  • Monitor stakeholder feedback, engagement, and communication effectiveness.
  • Coordinate communications with project milestones, releases, and business readiness activities.

Training & Knowledge Transfer

  • Develop and maintain a comprehensive training strategy aligned with business processes and solution functionality.
  • Oversee the development of training materials, user guides, quick reference guides, job aids, process documentation, FAQs, and knowledge articles.
  • Coordinate training planning, scheduling, logistics, and delivery.
  • Facilitate or support workshops, demonstrations, training sessions, and knowledge-transfer activities.
  • Establish mechanisms to measure training effectiveness and user readiness.

Adoption & Change Enablement

  • Develop strategies to support user adoption and sustained operational use of CLEO.
  • Identify organizational barriers, stakeholder concerns, and resistance to change.
  • Develop and implement mitigation and adoption strategies.
  • Support business leaders and managers in preparing impacted employees for new processes and technologies.
  • Support post-implementation adoption, sustainment, stabilization, and continuous improvement activities.

Deployment & Transition to Operations

  • Coordinate business readiness activities for deployment, go-live, stabilization, and transition to operations.
  • Develop and maintain readiness criteria, assessments, deployment support plans, and adoption metrics.
  • Participate in go-live planning, hyper-care, stabilization, and operational transition activities.
  • Monitor readiness indicators and provide recommendations to project leadership.
  • Capture lessons learned and identify opportunities for continuous improvement.

AI Enablement

  • Identify opportunities to leverage approved Artificial Intelligence and Generative AI tools to improve change management activities.
  • Utilize AI-assisted tools to support communications, stakeholder engagement, training development, knowledge management, readiness assessments, and reporting.
  • Evaluate AI-generated content for accuracy, completeness, quality, privacy, security, accessibility, and compliance.
  • Promote responsible adoption of approved AI-enabled tools and practices.

Reporting & Governance

  • Provide regular reporting on change management, business readiness, stakeholder engagement, communications, training, and adoption.
  • Participate in governance forums, steering committee meetings, readiness reviews, stakeholder meetings, and executive briefings.
  • Maintain OCM documentation, training artifacts, communication materials, and project records.
  • Ensure all deliverables comply with Government of Alberta policies, privacy requirements, accessibility standards, security requirements, and responsible AI principles.


Requirements

Mandatory Qualifications

  • Bachelor's degree or diploma in Computer Science, Information Technology, Business Analysis, Information Systems, Business Administration, Organizational Development, Communications, Human Resources, Adult Learning, Project Management, or a related discipline.
  • 3+ years of experience working as an Organizational Change Manager on a multi-year public-sector project impacting 50+ staff.
  • 7+ years of experience developing and implementing change management strategies/plans, business readiness plans, stakeholder engagement plans, communications plans, or change impact assessments.
  • 7+ years of experience developing effective stakeholder communication materials, including newsletters, FAQs, user guides, and presentations.
  • 2+ years of experience implementing ServiceNow citizen services portals and business workflow applications.
  • 7+ years of experience leading Organizational Change Management activities for business transformation and technology-enabled projects.
  • 2+ years of experience supporting licensing, regulatory, permitting, or citizen-facing service transformation initiatives.
  • 5+ years of experience working in Agile, Scrum, or Hybrid project delivery environments.
  • 7+ years of experience developing and delivering communications and presentations to multiple organizational levels, including executives, management, sponsors, steering committees, branch managers, and end users.
  • 7+ years of experience fostering effective working relationships with leadership and stakeholders.
  • 1+ year of experience leveraging and evaluating AI-assisted tools for communications, training content, presentations, knowledge articles, stakeholder engagement, or operational readiness.
  • 1+ year of experience using Artificial Intelligence and/or Generative AI tools to support change management, stakeholder engagement, communications, training, or business readiness activities.

Preferred Qualifications

  • Agile certification.
  • Prosci Change Management certification or designation.
  • Experience with Government of Alberta or other Canadian public-sector organizations.
  • Experience with ServiceNow implementations and workflow applications.
  • Experience supporting citizen-facing digital transformation initiatives.
  • Experience supporting responsible AI adoption within organizational change initiatives.

Work Arrangement & Other Requirements

  • The position is primarily remote within Canada.
  • The resource may be required to attend meetings or work sessions onsite in Edmonton with reasonable notice.
  • Standard working hours are 8:15 AM–4:30 PM Alberta time, Monday through Friday, excluding provincial holidays.
  • Government of Alberta will provide the required laptop or desktop.
  • A standard criminal record/background check is required.
  • Mandatory Government of Alberta training will include FOIP and Security Awareness training.
