Engagement Specifications Work Required
The City of Winnipeg Innovation and Technology Department requires an Application Solutions Consultant to help the Transit IT division with application support for their new ICIP project ClearCom (Bus radio and ITS replacement).
The Innovation and Technology Department reserves the right to award any future phases of work to the selected candidate(s) from the selected vendor.
Responsibilities
Under the supervision of the Project Leader, the Application Solutions Consultant will:

Develop detailed work plan for SDLC activities to accommodate completion of the work within the specified project timeline and budget.

Participate in the full software engineering lifecycle, including:

Collaborate with Solution Designer and software developers to ensure the complete solution meets performance and reliability requirements.

Participate in code reviews to improve quality and compliance.

Experience Requirements
Candidates must demonstrate the following experience:

8+ years of senior full stack software development experience with React, including experience with MUI and Node.js, building large applications with complex API and data integration.

Experience with Ruby on Rails and Go is a plus.

Strong UI/UX and front-end development skills, including:

7+ years of experience with relational databases such as:

Must have experience with Kafka in complex applications.

The Pre-qualified Proponent can present a maximum of 2 candidates that meet the requirements for this position.

The Contract Administrator may, at their sole discretion, interview prospective candidates during the evaluation process.

The Contract Administrator may, at their sole discretion, request prospective candidates selected for interview to provide a presentation or demonstration of skills to a set of given scenarios.

The Vendor will bear all costs associated with or incurred in the preparation and presentation or demonstration of skill for candidate interviews.

Notwithstanding the term of the Contract, the Work to be performed under this Contract is subject to annual approval of department budgets by Council.

Contractor is advised that monies have been approved for work up to and including March 31, 2027.

In the event that Council does not approve the annual budget for any year during this Contract, the City reserves the right to:

Alter the type or quantity of work performed under this Contract, or
-
Terminate the Contract,
upon thirty (30) Calendar Days written notice by the Contract Administrator.

In such an event, no claim may be made against the City for damages of any kind resulting from the termination, including, but not limited to, on the ground of loss of anticipated profit on Work.

This arrangement will apply throughout the duration of the engagement.
Candidates will be asked to come onsite for the first week for orientation.
2. Transportation and Parking
When working onsite at a City location, the selected candidate shall provide their own transportation and parking arrangements.
3. Non-Disclosure Terms
The selected candidate's vendor will be expected to agree to the terms of the City's non-disclosure terms specified in the Statement of Work.
4. Compressed Timelines
The selected candidate may be required to work under compressed timelines as required.
