Job description

Job Profile

The Legal Services Department of the City of Winnipeg (City) is responsible for providing legal advice and services with respect to all of the City’s activities including conduct of real estate and corporate/commercial transactions, litigation and by-law prosecutions, claims/risk management, governance, by-law drafting and statutory interpretation, agreements, procurement, labour and employment law and other areas specific to municipal corporations.

Under the general supervision of the Articling Principal, the Articling Student will, amongst other things as set out in an Education Plan approved by the Law Society of Manitoba (LSM):

  • Participate in a rotation amongst Legal Services’ six practice teams:
    • Grants and Governance;
    • Labour and Employment;
    • Land Development;
    • Litigation;
    • Procurement; and
    • Real Estate;
  • Receive assignments from all teams, maintain a file list and report to team leads and articling principal on a regular basis about the progress of assignments;
  • Attend and complete all PREP/CPLED requirements as instructed by the LSM;
  • Perform research (including City records, by-laws, legislation, case law) and prepare memorandums;
  • Draft pleadings, affidavits, motions, briefs, orders and other types of court documents;
  • Draft questions for witnesses and oral submissions;
  • Interview clients and gather information and relevant records;
  • Attend examinations for discovery and mediations;
  • Appear before the courts, and attend various tribunals to observe or speak to preliminary/uncontested matters;
  • Attend and/or observe Council and Council committee meetings;
  • Assist in drafting policy documents, administrative standards and reports;
  • Assist in drafting by-laws and carrying out resolutions of Council and Council committees;
  • Review and draft various types of agreements;
  • Provide legal advice and opinions to client departments;
  • Consider and assess legal risk and ethical issues associated with assignments;
  • Participate in continuing professional development seminars about topics of interest;
  • Learn about and have access to City and LSM professional and wellness resources; and
  • Assist in other areas of practice as required from time to time.

Your qualifications and experience include:

  1. Have or will have obtained an LL.B., J.D. or equivalent degree prior to starting the position;
  2. Have or will be eligible to apply for a 2027-2028 articling position, including submitting an Application for Admission as an Articling Student to the Law Society of Manitoba and completing the Practice Readiness education Program (PREP);
  3. Demonstrated ability to conduct research using physical and electronic research tools;
  4. Demonstrated ability to communicate effectively both verbally and in writing, including explaining technical and legal information in plain language and preparing reports and legal documents;
  5. Ability to establish effective and maintain working relationships with various stakeholders (client representatives, lawyers, legal assistants, court staff, etc.);
  6. Excellent organizational and time management skills to manage multiple priorities and meet deadlines; and
  7. Ability to work professionally with confidential or privileged material in a confidential environment.
