Reporting to the System Officer, People and Culture, the Senior Manager, Talent Management will provide leadership and strategic expertise in developing and executing talent management programs and services aimed at attracting, developing, and retaining top talent at the Toronto District School Board.

Summary of Duties :

Ø Support the System Officer in defining the overall Talent Management strategy, ensuring alignment with People and Culture strategy and organizational goals.

Ø Establish and drive the execution of strategic plans for talent acquisition, learning and development, performance management, succession planning, retention, and awards and recognition programs.

Ø Leverage best practices to ensure the effectiveness of Talent Management programs.

Ø Lead and manage the Talent Management team, including recruitment, training, development, coaching, and performance evaluation.

Ø Foster a culture of continuous improvement and operational excellence within Talent Management.

Ø Ensure optimization and standardization of systems, processes, and workflows.

Ø Develop governance frameworks, policies, processes, and procedures for Talent Management functions, ensuring compliance with relevant legislation, regulations, and organizational policies.

Ø Manage the design, development, and implementation of key Learning and Development initiatives and lead the identification of skills gaps.

Ø Develop and implement initiatives to build a robust talent pool and enhance the organization's ability to respond to changing job market demands.

Ø Provide counsel, advice, and support to senior staff, managers, and other stakeholders regarding Talent Management programs and related issues.

Ø Consult with Partner Resource staff and the System Officer to identify and address workforce planning gaps, and establish strategies for developing talent through allocation, transfer, and placement.

Ø Manage the development of succession planning processes, build future internal / external talent pipelines, and identify key / critical positions that require succession plans.

Ø Lead the development of performance management strategies aligning individual and team performance with organizational goals and career development initiatives.

Ø Develop retention strategies to address potential and emergent talent challenges.

Ø Manage the development, design, and implementation of Awards and Recognition programs.

Ø Oversee the development of engagement strategies to foster a positive workplace environment.

Ø Establish and implement mechanisms to evaluate the effectiveness of Talent Management programs and initiatives, gather feedback, analyze data, and make data-driven improvements to programs and services.

Ø Represent the Board and chair or participate in various committees and meetings, as required.

Ø Develop, review, and monitor the Unit budget, including expenditure review and authorization, and forecasts.

Ø Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.

Ø Other duties as assigned.

Qualifications :

Ø University degree in a related discipline (, Human Resources, Industrial Relations, Business) and eight years of progressively responsible experience in human resources (HR) working for a large, complex, multi-site and multi-unionized employer, or an equivalent combination of education and experience.

Ø Proven experience in establishing and implementing credible, progressive programs and services in talent management / acquisition, learning and development, performance management, succession planning, retention, process improvement and change management in a public sector environment.

Ø Experience participating in large-scale HR and organizational transformations, with the ability to foster change.

Ø Successful managerial experience with proven ability to lead, develop, mentor, and engage employees.

Ø Experience in budget management, including expenditure control.

Ø In-depth understanding of current employment legislation, HR trends, best practices, programs, policies, and processes.

Ø Demonstrated strategic planning, time management and organizational skills.

Ø Expertise in facilitation, negotiation, mediation, and conflict management.

Ø Strong business acumen and client service orientation.

Ø Ability to think strategically with superior analytical, evaluative, and problem-solving skills.

Ø Strong networking skills and the ability to establish solid working relationships and partnerships with key stakeholders to influence, provide effective consultation, and resolve issues.

Ø Excellent written and oral communication skills, with the ability to present clear, well-structured reports and briefs.

Ø Proven ability in promoting equitable practices which value inclusiveness and diversity.

Ø Proficient computer skills including Microsoft office, HRIS applications, and social media tools.

Special Requirements :

Ø May require occasional travel.

Assets :

Ø Advanced degree (, Master of Human Resources Management, Industrial Relations, or Business Administration).

Ø Certified Human Resources Professional designation (CHRP, CHRL).
