Location: Toronto, ON (5 day Onsite)

Duration: 10 Months (with possible extension)

Description:

  • Partners with multiple ministry stakeholders, program areas, subject-matter experts, operational teams, and project leads to assess current training practices and support the transition to a new training and operating model.
  • The role combines senior business analysis, facilitation, training development, communications, and change-management expertise to turn diverse and sometimes ambiguous stakeholder input into a practical path forward.
  • The Senior Business Analyst documents current-state processes and pain points, assesses impacts and readiness, develops transition and adoption approaches, and prepares clear recommendations for leadership.
  • The role creates and delivers high-quality training and operational documentation, supports knowledge transfer and post-implementation adoption, and monitors feedback and outcomes to improve the model over time.
  • Success is measured not only by completion of project deliverables, but by stakeholder understanding, sustained adoption, and the ability of ministry teams to operate effectively under the new model.

Experience:

  • Experience leading business analysis, organizational change, training, or transformation activities across multiple ministries, programs, or complex stakeholder groups.

  • Experience engaging executives, managers, subject-matter experts, operational staff, and end users to understand current practices, challenges, business needs, and readiness for change.

  • Experience facilitating workshops, discovery sessions, interviews, working groups, and decision-making discussions that build consensus and produce actionable outcomes.

  • Experience documenting and analysing current-state training processes, workflows, roles, pain points, gaps, and dependencies.

  • Experience assessing business impacts, stakeholder impacts, risks, dependencies, readiness, and barriers to adoption.

  • Experience developing future-state processes, transition plans, implementation roadmaps, change strategies, adoption measures, and mitigation approaches.

  • Experience creating training curricula, presentation materials, facilitator guides, user guides, reference documents, process maps, job aids, frequently asked questions, and standard operating procedures.

  • Experience translating complex processes, policies, and technical information into clear, concise, user-friendly content for different audiences.

  • Experience delivering instructor-led or virtual training, demonstrations, knowledge-transfer sessions, coaching, and train-the-trainer activities.

  • Experience providing post-implementation support, gathering feedback, troubleshooting adoption issues, and improving training content and delivery methods.

  • Experience preparing executive summaries, briefing materials, presentations, recommendations, status updates, and implementation reporting.

  • Experience managing competing priorities, working independently with limited direction, and producing polished deliverables within established timelines.

Must Have:

  • Experience leading analysis for large-scale digital initiatives.

  • Experience documenting requirements, user stories, process models, business rules, and acceptance criteria.

  • Experience assessing services for integration with shared platforms and reusable capabilities.

  • Experience working in Agile or hybrid teams and supporting backlog, testing, release, and implementation activities.

  • Experience coordinating deliverables across business and technical teams.

General Skills:

  • Build trusted working relationships with ministry partners, subject-matter experts, project teams, leaders, and end users.

  • Plan and facilitate workshops, discovery sessions, interviews, meetings, and working groups to gather information and build agreement.

  • Document current-state training practices, processes, workflows, roles, tools, pain points, and business requirements.

  • Analyse stakeholder input and supporting information to identify gaps, improvement opportunities, risks, dependencies, and readiness considerations.

  • Synthesize large volumes of information into clear findings, practical options, recommendations, and decisions for project and executive leadership.

  • Define future-state training processes and support ministries in moving from current practices to the new training and operating model.

  • Develop transition plans, implementation roadmaps, stakeholder-impact assessments, change-adoption strategies, mitigation measures, and progress indicators.

  • Create and maintain training materials, user guides, facilitator guides, reference documents, process maps, job aids, frequently asked questions, and standard operating procedures.

  • Ensure training and operational content aligns with organizational standards, approved processes, business objectives, accessibility requirements, and audience needs.

  • Deliver training, demonstrations, coaching, knowledge-transfer activities, and train-the-trainer sessions to ministry stakeholders and end users.

  • Provide post-implementation support, respond to questions, troubleshoot adoption issues, and recommend adjustments based on feedback and observed outcomes.

  • Monitor adoption progress and maintain documentation throughout implementation and post-launch support.

  • Prepare executive summaries, briefing notes, presentations, status reports, risk updates, and recommendations.

  • Communicate complex findings, implementation progress, risks, and required decisions in a concise and actionable manner.

Skills:
