The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act.

The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk.

This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Reporting to the Manager of Quality Assurance, the Senior Business Systems Analyst acts as a critical bridge between stakeholders within Information Systems & Digital Services (ISDS) business units - focused on ITIL v4 Change Enablement and Release & Deployment Management.

This critical role is designed to manage IT service changes and deployments efficiently, ensuring they align with our strategic objectives while adhering to the highest standards of governance.

The specialist will work across various business units, providing expert guidance on release planning and facilitating a smooth transition of services with minimal disruption.

This role is crucial for maintaining the stability and security of our IT systems in support of our financial oversight responsibilities.

Key responsibilities include governing technology changes, enhancing delivery efficiency, and improving release visibility.

The Analyst will also develop process improvements, integrate new systems with existing ones, and collaborate closely with stakeholders to ensure that the provided systems align with the long-term business strategies.

Additionally, the Senior Business Systems Analyst will manage stakeholder relationships and expectations through structured communication methods.

This structured communication ensures that the business stakeholders are continuously engaged and well-informed of developments.

What you will be doing :

  • Design and implement processes for ITIL v4 Change Enablement and Release & Deployment Management, focusing on strong governance and comprehensive oversight.
  • Collaborate with IT and business stakeholders to assess the impact and risk associated with proposed changes and deployments, ensuring they align with organizational goals.
  • Lead and facilitate Change Advisory Board (CAB) meetings to review and authorize changes, fostering a collaborative decision-making environment.
  • Develop and refine release planning strategies to effectively manage the schedule, scope, and resources of IT deployments.
  • Ensure thorough documentation and communication of changes and releases to all relevant parties, enhancing transparency and understanding across the organization.
  • Monitor the performance of change and release management processes, proposing and implementing improvements to increase efficiency and effectiveness.
  • Provide training and support to stakeholders regarding the change and release management processes to ensure clear understanding and compliance.
  • Manage and mitigate risks throughout the change and release life cycles, maintaining service integrity and availability.
  • Understand the business goals, priorities and objectives of our business areas.
  • Liaison with business in gathering, comprehending, and recording business requirements needed for system modifications, enhancement, and implementations.
  • Provide guidance, support, and assistance to ISDS and business staff with system best practices as they pertain to the initiative.
  • Ensure project activities align with OSC and business area requirements and priorities.
  • Identify and utilize methods to gain insight and remain current with business opportunities, priorities, and requirements and technology changes.
  • Perform a gap analysis documenting differences between as-is and to-be functionality.
  • Facilitate workshops including requirements gathering and joint development sessions.
  • Collaborate closely and provide guidance to system integrators and other technical teams during the build and test phases to ensure requirements are fully understood.
  • Create user guides, FAQs, user support model documentation, training guides and user support materials.
  • Participate in the creation of implementation plans including communication plan, roll out strategy, support model and training plan.
  • Participate in the creation of post implementation lessons learned documentation.
  • Analyze raw data to develop clear, actionable plans for technical teams, ensuring information is easily digestible and directly applicable to project objectives.

What you will bring :

  • Bachelor’s degree in business, Computer Science or related technical discipline.
  • Certified in ITIL v4 Foundation; advanced certifications in ITIL Managing Professional (MP) or Strategic Leader (SL) streams preferred.
  • 5+ years of professional experience as a Business Analyst, Project Manager, or Release Manager, ideally within the financial services industry.
  • Demonstrated ability to implement ITIL processes within medium sized organizations, with a focus on effective governance and stakeholder management.
  • Experience with Azure or other cloud platforms, shell or other scripting language
  • Experience with Defect Management Tools (Jira or DevOps) , testing methodology, subject areas and activities, including test planning, preparation, execution and reporting
  • Proficiency with version control systems, continuous integration / continuous deployment (CI / CD) tools, and release automation (e.

g., Git, Kibana, Jenkins)

  • Training in both systems improvement and business process improvement.
  • Ability to work autonomously and synthesize large amount of information in a short amount of time as ramp up on new projects.
  • Expert understanding of the SDLC and agile methodologies.
  • Ability to understand business needs and to document them into Business and System Requirements.
