The Manager, Human Resources will play a pivotal role in both the strategic and operational realms of HR, with a primary focus on performance management, HR transformation, and total rewards.

This role is integral to driving HR innovation and ensuring the successful development and implementation of critical HR programs that align with the organization's vision and goals.

DUTIES AND RESPONSIBILITIES :

Must be able to perform, but not be limited to, the following duties and responsibilities :

Operational HR Leadership :

  • Provide comprehensive oversight of daily HR functions, including recruitment, onboarding, talent management, performance management, and total rewards;
  • Ensure stringent compliance with federal labor laws, regulations, and organizational policies;
  • Cultivate and maintain positive, effective working relationships with management and employees;
  • Offer expert coaching on HR-related topics to all organizational levels, fostering a culture of continuous learning and development;
  • Perform ongoing analysis and optimization of HR processes, with a keen awareness of cross-departmental impacts;
  • Spearhead research initiatives to stay abreast of HR compliance issues and drive continuous improvement of HR programs, policies, and procedures;
  • Develop and uphold HR policies that support a positive, inclusive, and dynamic work environment.

Performance Management :

Lead the design, development, and implementation of a cutting-edge performance management system, ensuring alignment with organizational objectives and fostering employee growth.

Talent Acquisition and Development :

  • Oversee the full employment lifecycle, including recruitment, selection, interviewing, and offer preparation, while continuously improving recruitment processes;
  • Implement robust talent development and succession planning programs to ensure a pipeline of skilled and capable leaders;
  • Enhance the exit interview process to foster a culture of continuous improvement based on employee feedback;
  • Review and refine retention strategies and onboarding processes to ensure a positive and engaging employee experience;
  • Manage and enhance the service recognition program to celebrate and retain top talent.

Total Rewards and Organizational Design :

  • Contribute to the strategic direction and management of the Total Rewards program, ensuring competitive and fair compensation and benefits offerings;
  • Prepare detailed job descriptions and conduct thorough job evaluations to support organizational needs;
  • Support compensation reviews and market competitiveness analyses to attract and retain top talent;
  • Participate in organizational design and development projects, from concept to completion, ensuring alignment with strategic goals.

Employee Relations :

  • Provide support to employees and management, addressing questions and concerns related to HR policies, procedures, programs, laws, and regulations;
  • Foster a collaborative and supportive work environment through effective communication and conflict resolution.

Change Management and HR Transformation :

  • Actively participate in HR transformation initiatives, adapting HR functions to meet evolving business needs;
  • Effectively manage change processes, ensuring the successful implementation of new HR systems and processes.

Project Management :

Lead and participate in HR projects, such as process improvements, system implementations, and cultural change initiatives, ensuring timely and effective execution.

Additional Responsibilities :

Travel as required to support HR functions and initiatives across the organization.

SKILLS AND QUALIFICATIONS :

Include, but not limited to, the following minimum skills and qualifications :

  • Bachelor’s degree in Human Resources or a related field is required; a Master’s degree or relevant HR certifications (e.
  • g., CHRL) are preferred;
  • A minimum of seven years of HR management experience, with a strong emphasis on performance management, HR transformation, and project management;
  • Demonstrated ability to drive transformational change through strategic HR initiatives;
  • Extensive knowledge of federal legislation, including the Canada Labour Code, Canadian Human Rights Act, WSIB, and Health and Safety legislation;
  • Proficiency in HR software and data analytics tools;
  • Broad experience in generalist HR support, including recruitment and employee relations;
  • Deep expertise in total rewards, including compensation and benefits;
  • Exceptional interpersonal, communication (written and verbal), and conflict resolution skills;
  • Ability to manage multiple priorities and deadlines in a fast-paced, dynamic environment;
  • Strong client focus and professional judgment, with excellent analytical, problem-solving, and negotiation skills;
  • Ability to work independently while maintaining effective collaboration with other departments;
  • Commitment to continuous improvement, innovation, and high levels of initiative;
  • Proficiency in MS Office; experience with UKG is an asset;
  • Ability to communicate in Inuktut is an asset;
  • Ability to obtain and retain an Airport Restricted Area Pass in accordance with Transport Canada's regulations.
