We are looking to fill the position of Director, Project Management. The Director oversees services and policies that have a functional impact on the whole of NRC.

At any one time, the Director will be responsible to oversee the successful execution of 15-20 projects with an investment value ranging from $300M to $500M.

To achieve this, they will have a team of 15-20 employees, and will also manage an operating budget of $250K annually. The Director also provides strategic and operational leadership in the management of an enterprise Project Management Office (PMO) within the Office of Facilities Renewal Management (OFRM) ensuring that these activities are aligned with OFRM and NRC’s strategic goals and intended impacts.

The main objective of the Director is to manage the successful delivery of investment projects for the benefit of its clients.

The Office of Facilities Renewal Management has the mandate to lead the prioritization of future NRC facility recapitalization projects and deliver research facilities and real property renewal projects to support NRC’s transformation journey into a more advanced research and technology organization that supports Canada’s science, technology and innovation ecosystem.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates :

Education

University degree in science, or engineering, or business, or in related area from a recognized university. A master’s degree may be considered an asset.

Experience

  • Significant experience in project management while prioritizing competing client requests in a research environment.
  • Experience in working with teams to resolve issues and develop organizational strategies and objectives.
  • Experience in managing the delivery of large scale project management services to a wide range of clients within a research environment.
  • Significant experience in leading and managing human, financial, and project resources that include the horizontal inclusion of activities from across an organization.
  • Significant experience in successfully building and leading teams of professional staff, and providing strategic and operational direction to staff.
  • Experience in providing strategic advice and counsel to senior level executives on complex initiatives.
  • Significant experience in managing complex construction projects including construction project delivery methods, RFPs, resources, budgets and material management.
  • Experience overseeing the engineering aspects of all related projects, including major and minor capital initiatives.

  • In depth knowledge of providing leadership for the planning and delivery of client-oriented services including experience in project management practices to lead complex initiatives.
  • In depth knowledge of the theories, systems and principles of strategic, business, human resources and financial resources management.
  • Sound business knowledge gained through experience managing similar suite of services, and through successfully leveraging industry, government or other partnerships to deliver on the OFRM’s mandate.
  • Knowledge of mandates, policies, business strategies, programs and culture of NRC to understand business approaches and adapt OFRM services to the needs of the organization
  • Ability to lead the implementation of operational and system changes.
  • Knowledge of leadership and management practices and principles.
  • Knowledge of sound financial and contract management practices and principles.
  • Ability to develop, present and implement a strategic approach / business plan.
  • Ability to manage effectively in a complex and continuously changing business and technology environment.
  • Ability to analyse complex, multiparametric information, make timely decisions and provide direction.
  • Demonstrated effective interpersonal skills, to work cooperatively and effectively with a broad range of colleagues, clients, and stakeholders.
  • Demonstrated ability to analyze and synthesize information, assess risks and opportunities, and make recommendations on potential courses of action.

Compensation

From $150,435 to $180,450 per annum.
