POSITION : Manager, Employee & Labour Relations

LOCATION : Catholic Education Centre, Human Resource Services

650 Rossland Road West, Oshawa ON, L1J 7C4

HOURS OF WORK : Monday to Friday, 8 : 15 a.m. to 4 : 30 p.m.

Salary position with evening / weekend hours as required and occasional travel within the Board's jurisdiction.

SALARY : Management / Administrative M1 ($117,394 - $135,896)

The Durham Catholic District School Board is located just east of Toronto and is renowned for providing comprehensive Catholic education to over 25,000 students in 38 elementary schools, 7 secondary schools, and 7 continuing and alternative education centers throughout Durham Region.

POSITION SUMMARY

Reporting to the Chief Human Resource Officer, the Manager, Employee and Labour Relations will serve as a key member of the Human Resources Service leadership team and will guide management and administration in labour activities associated with all bargaining units and professional associations.

This includes providing support to Board leaders in the management of performance, progressive discipline, Human Rights matters, day to day contract administration , grievance management and other human resources issues.

The Manager, Employee and Labour Relations will promote harmonious relations between the Board and its employees / employee groups through the investigation and resolution of workplace issues and concerns.

They will collaboratively design and deliver programs and resources that enhance leadership, ensuring efficient processes in supporting the administration of, and compliance with, legislation, collective agreements and board policy.

DUTIES AND RESPONSIBILITIES

  • Manage all Labour Relations functions of the Board including supporting the administration of collective agreements, providing strategic advice on the interpretation and application of the agreements and applicable leg islation;
  • Manage employment matters and grievances through the steps to resolution including mediation, arbitration, external proceedings, and labour management committees;
  • Maintains and builds positive labour relations with all employee groups, unionized and non-unionized;
  • Leads bargaining committees through collective agreement negotiations for teacher and education worker employee groups including developing strategy and securing mandates to direct negotiations;
  • Lead research and preparation for the collective bargaining process, draft language for proposals and coordinate the bargaining teams to achieve consensus in developing positions and reaching agreements;
  • Actively collaborate on and contribute to the daily operational and strategic actions of the Human Resource Services department;
  • Responsible to lead a team of Human Resources Professionals to support the human resources functions of the Board including investigations, performance management, conflict resolution and training and development;
  • Manage and participate in major strategic projects and initiatives to support and contribute to the Board’s strategic plan;
  • Develop and instruct training on various matters related to employment and labour relations and human resources for current and aspiring leaders at all levels of the Board;
  • Provide coaching and mentoring to all current and aspiring leaders in all areas of human resources and employee and labour relations;

Participate on Human Resources related committees and special projects as necessary; and

Other duties as assigned.

PREFERRED QUALIFICATIONS

Education

Possess a post-secondary degree specializing in Industrial Relations, Labour Relations , Human Resources Management or related field.

Master’s degree in Industrial Relations, Human Resources Management would be considered an asset.

Certified Human Resources Professional / Leader (CHRP / CHRL) designation is required.

Experience

Five (5) to seven (7) years of experience in Employee and Labour Relations with increasing experience and leadership in contract administration, employee discipline, employment standards legislation, human rights and educational labour relations research, equity, preferably within a large unionized organization in the public sector.

Education sector experience is considered an asset

An equivalent combination of education and experience may be considered.

Other Qualifications

  • Strong working knowledge of collective bargaining, labour relations and employee relations matters;
  • Expert knowledge of all relevant legislation and regulations including labour, human rights, employment and education;
  • Demonstrated negotiation and medication skills with the strong ability to maintain positive relationships throughout the process;
  • Knowledgeable of current labour relations trends within Ontario and the education and broader public sectors;
  • Sound critical thinking, judgement, analytical, problem-solving skills, decision making, and organizational skills ;
  • Effective communication skills for drafting reports, collective agreements, and other complex or sensitive documents; and effective presentation skills;

Computer literacy and use of specialized equipment or technologies; and

Ability to maintain high degree of confidentiality in all aspects of the work.
