Description du poste

Apportant un leadership en matière de santé, sécurité et environnement (SSE) aux installations assignées, le Directeur régional SSE dirige le développement et la mise en œuvre des initiatives SSE en partenariat avec les responsables SSE de site et la direction des installations concernées, dans le but de promouvoir une culture "Zéro accident et au-delà".

Le Directeur régional SSE assure la supervision et le soutien dans l’élaboration, la mise en œuvre et la coordination des programmes et politiques en matière de santé, sécurité et environnement, afin d’atteindre les objectifs de l’entreprise et de garantir la conformité à toutes les réglementations en vigueur.

Il dirige les initiatives et processus SSE corporatifs et réglementaires, en accompagnant les sites assignés pour réduire les blessures des employés, assurer une conformité réglementaire continue et minimiser les risques pour l’entreprise. Ce poste implique une collaboration étroite avec l’équipe SSE du siège, les responsables des sites, diverses fonctions corporatives ainsi que des organismes et ressources externes.

Responsabilités spécifiques

Agir à titre de superviseur direct des responsables SSE (santé, sécurité, environnement) sur les sites assignés.

Être responsable du soutien au développement, à la mise en œuvre, à la formation et au maintien des politiques, programmes et procédures des installations afin de réduire les blessures du personnel, de minimiser les risques pour l’entreprise et d’assurer la conformité au système de gestion SSE de l’entreprise ainsi qu’à toutes les réglementations applicables (OSHA, EPA, DOT, etc.).

Veiller à la conformité continue avec tous les permis environnementaux, les règlements et les exigences en matière de rapports.

Assurer l’alignement des programmes axés sur l’engagement des employés et les processus de sécurité comportementale.

Fournir conseils et soutien pour l’obtention des certifications ISO 14001 : 2015 et ISO 45001 : 2018.

Constituer des équipes SSE compétentes sur les sites en communiquant les procédures corporatives, en assurant du coaching, de la formation, et un suivi sur les enjeux liés à la SSE.

Collaborer avec les équipes des sites pour élaborer des stratégies et des plans d’exécution en réponse aux initiatives SSE clés, dans le but de promouvoir une culture « Zéro accident et au-delà ».

Être responsable de la transmission ponctuelle et précise de tous les indicateurs corporatifs et des demandes de données.

Réaliser et participer aux audits internes et externes SSE, et rencontrer les agences réglementaires lors d’inspections ou d’audits des installations, selon les besoins.

Agir comme ressource de soutien dans le développement et la révision des analyses des besoins en formation SSE propres à chaque site, des examens opérationnels, et des évaluations liées aux nouvelles installations (projets d’investissement).

Diriger les enquêtes sur les incidents graves ou critiques en matière de SSE, à la demande de la haute direction.

Appuyer le processus de déclaration des incidents afin d’assurer une enquête efficace, un rapport détaillé, la mise en place d’actions correctives et le partage des meilleures pratiques au sein de l’unité d’affaires et à l’échelle corporative.

Travailler en étroite collaboration avec les homologues SSE et représenter la région dans les forums interrégionaux pour le partage des meilleures pratiques, l’échange d’idées et l’apprentissage collectif.

Participer à d’autres initiatives SSE clés, tel qu’assigné par le Vice-président SSE pour l’Amérique du Nord.

Profil recherché :

Diplôme de baccalauréat en santé et sécurité au travail, en environnement, en ingénierie ou dans un domaine connexe.

Plus de 15 ans d’expérience directe en SSE, incluant la conformité aux normes de l’OSHA, du ministère du Travail et de l’EPA, la sécurité comportementale, l’analyse des dangers et des risques liés aux procédés, l’analyse des causes fondamentales, la gestion des incidents, le développement de normes et procédures, les audits et la formation.

Passion démontrée pour l’excellence en matière de santé, sécurité et environnement.

Connaissance des réglementations américaines en matière de santé et sécurité, ainsi que des systèmes de gestion ISO (OSHA, EPA, ISO 14001 & 45001, NFPA, etc.).

Expérience avérée en gestion multi-sites.

Connaissance du secteur de la fabrication de câbles (atout souhaité).

Connaissance des réglementations en matière d’indemnisation des travailleurs.

Solides compétences en organisation et en planification.

Excellentes aptitudes en analyse et en résolution de problèmes.

Maîtrise de Microsoft Office (Excel, PowerPoint, Word) et des autres applications informatiques standards.

Position Summary

Bringing Health, Safety and Environmental leadership to assigned facilities, the Regional Health, Safety and Environmental (HSE) Director leads the development and execution of HSE initiatives in partnership with site HSE Managers and facility leadership at assigned locations to promote a Zero & Beyond culture. The Regional HSE Director will provide oversight and assistance in the development, implementation and coordination of health, safety and environmental programs and policies to ensure corporate goal attainment as well as compliance with all applicable regulations.

The Regional HSE Director leads corporate and regulatory health, safety and environmental initiatives and processes by supporting assigned locations to reduce team member injury, ensure ongoing regulatory compliance and minimize Company exposure. This position works closely with Corporate HSE, facility leadership, various other corporate functions, as well as external agencies and resources.

Responsibilities :

Serve as direct Supervisor for HSE managers at assigned locations.

Responsible for supporting the development, implementation, training, and maintenance of facility policies, programs, and procedures to reduce team member injury, minimize company exposure and ensure compliance with corporate HSE management system and all applicable HSE regulations (OSHA; EPA; DOT; etc.).

Ensures ongoing compliance with all environmental permits, regulations, and reporting requirements.

Ensures alignment on programs involving team member engagement and behavior-based safety processes.

Provides guidance and support for certification to the ISO 14001 : 2015 and ISO 45001 : 2018 Standards.

Builds competent HSE teams at facility sites through communicating corporate procedures, coaching, training, and follow up on issues related to HSE.

Partners with facility teams to develop strategies and execution plans in response to key HSE initiatives to promote a Zero & Beyond culture.

Responsible for timely and accurate reporting of all corporate metrics and data requests.

Conducts and assists with internal and external HSE audits and meets with regulatory agencies during facility inspections / audits as required.

Acts as a support resource in the development and review of facility specific HSE training needs analysis, operational reviews, and new installation (capital) assessments.

Leads investigations into serious or critical HSE matters as directed by senior leadership.

Supports incident reporting process that ensures effective investigation, reporting, corrective actions, and best practice sharing throughout their business unit and corporate.

Works closely with HSE counterparts and serves as region representative to cross-regional forums for best practice sharing, idea exchange, shared learning, etc.

Participates in other key HSE initiatives as assigned by the Vice President of HSE for North America.

Knowledge and skill requirements :

Bachelor’s degree in occupational safety and or environmental studies, engineering, or another related field.

15 years plus of direct HSE experience including OSHA, Ministry of Labor, and EPA compliance, behavior-based safety, process hazard and risk analysis, root cause evaluation, incident management, standards and procedural development, auditing, and training.

Demonstrated passion for safety and environmental excellence.

Knowledge of US health and safety regulations and ISO Management Systems (OSHA, EPA, ISO14001 & 45001, NFPA etc.).

Experience in multi-site leadership.

Knowledge of cable manufacturing desirable.

Knowledge of worker’s compensation regulations.

Strong organizational & planning skills.

Excellent analytical skills & problem-solving skills.

Proficient with Microsoft office (Excel, PowerPoint, Word) and other standard computer applications.
