Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

Provides strategic leadership and direction for the design, development, and execution of Metrolinx capital infrastructure.
Works to ensure the objective of building a comprehensive regional rapid transit network to meet the corporate mandate and business objectives while adhering to Metrolinx’ s highest standards for safety, efficiency, and legal / regulatory / policy compliance, while delivering excellent customer experience.
What will I be doing?
- Plans and directs work activities in a Public Private Partnership (P3) contracting environment, plans and directs work activities for early works, including monitoring the overall quality, budget schedule, and risks objectives are met in accordance with corporate safety, project management standards, procedures, controls, and environmental requirements.
- Leads the construction management function, delivered through partnership with the Technical Advisor, Delivery Partner and other Metrolinx support functions including Program Management, Pre-Construction Services, Commercial, Legal and Finance.
Develop the necessary process and procedures for construction planning, approvals, and other key areas of RSSOM daily operations.
- Oversees the delivery of infrastructure projects encompassing construction, commissioning, and deployment into operational service, ensuring project commercial and risk management systems, including health and safety, quality, accounting, finance, legal and communications functions are implemented effectively and are compliant with corporate procedures.
- Plans, directs, and monitors all aspects of assigned subway line delivery, including project financial accountability, contract and schedule management, contractor adherence to reference designs and performance specifications and support for program communications during all stages of the project.
Provides strategic advice on construction and delivery matters.
- Guides the design of construction engagement plan to engage the public, municipalities, elected officials, and other stakeholders.
- Develops and maintains positive collaborative relationships with stakeholders that reflects diverse municipal, community, and business interests along the regional corridor.
- Assists in establishing a comprehensive and marketable vision of the division’s overall service portfolio with all stakeholders;
provides technical subject matter expertise to senior management and stakeholders to support planning and consulting services for infrastructure activities.
Works cooperatively with municipalities to develop the subways program and complement local transportation objectives.
What Skills and Qualifications Do I Need?
- Completion of a degree in Transportation or Civil Engineering, or a related discipline or a combination of education, training and experience deemed equivalent.
- Demonstrates progressively senior project management experience in the rail transportation industry with direct involvement in providing senior leadership and direction in the design, development, and execution of rail corridor construction.
- Project management and coordination skills to provide senior leadership and oversight to staff and project teams within budget and schedule restraints and monitor project performance against business objectives.
- Comprehensive knowledge and understanding of construction engineering, construction processes and value engineering.
- Extensive knowledge of financial theories, principles and practices, procurement, fiscal planning, modern controllership frameworks and the overall business planning, estimates, expenditure, and allocations plan processes;
understanding of the decision-making processes to develop appropriate strategic approaches to capital funding.
- Expertise in leading change and ensuring effective risk management analysis, status reporting and issues management processes are in place.
- Demonstrated ability to build and maintain strategic relationships in order to work across division and with internal and external stakeholders / clients.
- Knowledge of Human Resources legislation (. Employment Standards Act, Occupational Health & Safety Act, , and leadership and management experience to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
- Senior leadership skills to provide senior technical and administrative leadership to an operating or functional unit with multiple teams.
