Real Estate Services We manage Ontario’s billion-dollar portfolio of government land and buildings that house the public sector programs, services and people that keep our province running.

We oversee the day-to-day operation and long-term maintenance of these facilities through partnerships with private sector service providers.

We work to improve accessibility and space utilization, preserve heritage properties and make the buildings we manage financially and environmentally sustainable.

We are also responsible for ensuring provincially-owned real estate is used in the best, most optimal way. Land or buildings that are no longer needed for government programs or services are repurposed or sold at market price to generate revenue for government re-investment.

Finding innovative ways to reduce and revitalize the government’s building and land portfolio is central to our business and integral to the value we provide Ontarians.

Job Purpose : The P3 Asset Management team is a critical driver of Operational Phase contract oversight, ensuring best practices, continuous improvement and contract management on the Province’s infrastructure assets delivered using the Public-Private Partnerships (P3) model, mainly for courthouses, detention centres, police stations and offices, while providing advice to ministries in hospitals, roads, rail, and transit P3 projects.

The P3 Asset Management (P3AM) team is also a key partner to IO’s Project Delivery team in the development and delivery of Ontario’s P3 infrastructure.

Our role is to ensure that the Province’s P3 assets are designed and delivered with operational impacts fully assessed, understood, and accommodated for and operated optimally and in accordance with service agreements.

Specifically, the Program Support team within P3AM is responsible for the development and implementation of tools and initiatives that facilitate the identification and resolution of portfolio wide issues.

Such tools and improvements should also facilitate the Asset Manager’s ability to effectively monitor, manage, and evaluate asset performance.

What You Will Do :

  • Analyze portfolio wide data, benchmark approachesacross the IO portfolio and research industry best practices to identify, develop, and implement process improvements and tools to support of contract compliance oversight and asset performance monitoring.
  • Develop and Implement contract performance measurements and quality assurance frameworks to help the P3AM team effectively monitor, manage, and evaluate facilities management services and asset performance.
  • Implement change management strategies to gain P3AM’sand other stakeholders support for implementation of initiatives and to ensure each project is successfully delivered and is used in the long-term.
  • To diligently deliver on the items above and truly understand the issues AM’s face, the Program Support P3AM will be required to manage one asset in IO’s portfolio.

This activity entails :

  • Act as the main point of contact between the Client Ministry and the P3 asset’s representatives (Project Co and Service Co).
  • Provide service provider and contract compliance oversight, while managing the complex relationship with the client and Project Company representatives.
  • Utilize reporting products for escalating complex issues and in support of contract compliance oversight.
  • You may be requested to participate in Project development, procurement, and implementation phases of a project as a representative of the P3 AM team to ensure operational impacts are fully considered across the entire Project lifecycle.

What We Are Looking For :

  • Proficiency in data management and analytics, including the analysis of technical, legal and financial data related to the infrastructure and facilities management environment to find positive solutions to complex issues and their implications on business activities, if any.
  • You will have demonstrated success in change management, while working with a diverse group of internal and external stakeholders to develop and implement portfolio wide process improvements.
  • Excellent research skills including the ability to gather pertinent information from a variety of sources and assemble appropriate evidence to support recommendations is a must.
  • You will have expertise in establishing partnerships and working collaboratively to reach consensus and effectively manage stakeholders from different backgrounds.
  • You will have excellent organization and project management skills with proven ability to manage multiple projects and priorities.
  • You will have knowledge of asset and facility management principals, building systems, and occupant / user services issues on large commercial, institutional and / or industrial real estate.
  • You will have expertise in business communication with well-developed synthesis and presentation skills (written and oral) for effective internal and external stakeholder and client management.
  • You will have at least 2 (two) years of complex contract administration or otherwise relevant experience working in a large multi-divisional organization with real estate portfolios, or a related area of practice.
  • A strong background and demonstrated experience in Architecture, Business, Accounting / Finance, Real Estate, Engineering or another relevant discipline.
  • It is strongly preferred that you have experience with public sector real estate institutions; P3 experience is preferred but non-essential.

$99,800 - $149,700 a yearWe offer a competitive salary range of $99,800 to $149,700 (P5 level), pay will align with skills, knowledge and experience of the candidate.
