Provide business and technical advice to clients and leverage OPS I&IT solutions and applications to meet program / service goals and objectives ensuring efficiency.

General Skills :

Provides specialized expertise in the overall analysis of the design and architecture of systems solutions.

Ability to evaluate recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives

Identifies short and long-term project goals / objectives, and defines program and service delivery requirements in support of the development and / or acquisition of client applications

Leads the analysis, and documentation of design and architecture of systems solutions.

Overseeing testing, integration and implementation of systems solutions into the clients’ applications

Guides the feasibility studies and cost effective analyses of proposed client I&IT initiatives, ensures all studies and analyses are documented

Demonstrated experience gathering requirements, translating business documents into technical specifications

Experience leading project teams supporting multi-dimensional services and applications for effective planning, budgeting, strategizing and forecasting procedures

Ability to provide implementation and post implementation support as required

Oversees the research and evaluation of the technical components in the acquisition of software, hardware, technology, systems and products

Recommends and directs the measurement and improvement of tools, techniques, standards and performance criteria to control the quality of application development initiatives

Provides coaching and direction to junior staff throughout the project through all stages of the Systems Development Life Cycle

Ability to gather, review and provide feedback to business requirements

Qualifications

Must haves :

Hands-on experience in preparing detailed analysis and recommendations to ensure compliance with appropriate OPS standards on security, privacy and accessibility (TRA, PIA, Architecture gating processes) (must have)

Experience to carry out Quality Assurance Testing

In-depth knowledge of WCAG 2.0 Standards and AODA Compliancy levels

Nice to have :

Experience with Driver and Vehicle ServiceOntario portal services

Experience and Skill Set Requirements

System / Business Analyst experience : 40%

• Hands-on experience in preparing detailed analysis and recommendations to ensure compliance with appropriate OPS standards on security, privacy and accessibility (TRA, PIA, Architecture gating processes) (must have)
• Experience to carry out all types of manual Quality Assurance Testing (must have)
• Hands-on experience with BRD : analyzing business requirements and creating test data requirements (must have)
• Solid experience with triaging defects, participating and leading triage meetings, and producing defect summary reports (must have)
• Solid experience creating Test Strategy / Test Plan document (must have)
• Conduct Design and technical JAD walkthrough sessions with the project team
• Understanding of systems environments, business analysis and change management in projects or programs related to integrated multi-ministries’ government services
• Experience in producing business and technical documentation and agreements

Technical Skills : 30%
