We are seeking a Senior Project Manager – Specifications Modernization & Governance to support our growing team in Burnaby, BC. In this role, you will lead a structured, multi-wave modernization program focused on technical specifications, engineering standards, and document governance across a large municipal utilities portfolio.

Role & Responsibilities
This is a senior-level program leadership role requiring direct experience running document modernization initiatives within structured public-sector environments. This role is accountable for delivering a multi-wave specifications modernization program with clear performance controls, measurable outputs, and disciplined governance oversight.

In this role, you will:
  • Lead the planning and execution of a structured Specifications & Standards Modernization Program, delivered in defined waves (6–12 months per wave).
  • Define wave backlogs, throughput targets, and measurable acceptance criteria for each modernization wave to ensure predictable and trackable delivery.
  • Run scope and priority alignment workshops with stakeholders and actively manage the change control boundary between “refresh” and “rewrite” decisions.
  • Develop and manage integrated program schedules, budgets, and resource plans aligned with client governance requirements.
  • Establish and maintain program-level RAID logs (Risks, Assumptions, Issues, Dependencies) and structured change control processes.
  • Manage the integrated SME/EOR review cadence, including structured review cycles, timeline controls, and escalation pathways to keep approvals and comment cycles moving.
  • Coordinate stakeholders across Engineering, Operations, PMO, Procurement, and technical SMEs to ensure alignment and timely decision-making.
  • Define and govern formal acceptance criteria, review workflows, and approval pathways, including Engineer-of-Record (EOR) sign-off protocols.
  • Oversee document lifecycle management processes, including versioning controls, controlled publishing discipline, and library integrity.
  • Monitor and report on modernization performance metrics, including backlog volume, review cycle duration, decision turnaround times, and wave completion rates.
  • Facilitate executive-level steering committee updates and provide structured reporting on risks, decisions, and program health.
  • Drive accountability and alignment across technical writing, governance, and document control teams.

Qualifications / Requirements
To succeed in this role, you bring:
  • 12+ years of experience in municipal infrastructure, utilities, or heavy civil capital environments, with a strong governance and program management background.
  • Demonstrated experience leading document modernization programs and managing controlled document libraries (must-have requirement).
  • Proven experience working within structured controlled-document environments such as SharePoint or equivalent document management systems, including workflow, versioning, and publishing governance.
  • Direct experience overseeing technical specification programs, engineering standards libraries, or owner-controlled documentation frameworks.
  • Strong program management capability including schedule development, backlog planning, change control, and performance metric tracking.
  • Experience managing structured multi-stakeholder review cycles and formal approval pathways.
  • Ability to define measurable delivery metrics (throughput, cycle times, acceptance criteria) and enforce disciplined reporting.
  • Strong executive communication skills, including preparation of steering committee materials and governance dashboards.
  • Experience working within Canadian municipal or public-sector governance environments.
  • PMP designation or equivalent project management credential is considered an asset.

Salary Range for Role: $150,000 - $160,000 per year (full-time)
Compensation at PTAG varies depending on a wide array of factors, which may include but are not limited to the specific office location, role, skill set and level of experience of the candidate.
