Duties

  • Develops, implements and manages aviation safety oversight plans (assessments, validations, audits and inspections) for individuals, enterprises, organizations and Minister’s delegates.
  • Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CARs), and manages oversight of delegations to others.
  • Manages risk identification, assessment and documentation, and recommends / implements risk management solutions.
  • As a subject matter expert in flight operations, communicates with Accountable Executives, senior managers and enterprise representatives on all aspects of the Civil Aviation safety oversight program.
  • Identifies cross-functional issues and engages subject matter experts regionally, nationally and internationally to deliver the oversight program.
  • Oversees horizontal integration of the Civil Aviation safety oversight program within a matrix management model.
  • Influences and promotes governmental and Civil Aviation priorities across technical specialties.
  • Maintains pilot qualifications for operational duties and Professional Aviation Currency through flight or simulator programs.

    Intent of the process

    The intent is to establish an inventory to staff current and future needs. As positions become available, qualified applicants may be contacted for assessments. A pool may be established for similar or identical positions across Transport Canada.

    Information you must provide

    Essential qualifications

  • A secondary school diploma (high school) or employer-approved alternatives (see Note 1).
  • Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).
  • One of the following licences : Canadian Airline Transport Pilot Licence - Aeroplane (Group 1 Instrument Rating, currency, and medical) or Canadian Commercial Pilot Licence - Helicopter (Group IV Instrument Rating, currency, and medical).
  • Recent and significant experience as a pilot with a commercial operator, flight training unit or relevant Canadian Aviation Regulations / certifications. Definition : recent within last 7 years; significant = minimum 3 years of experience.
  • Total of 2,500 hours flight time, including 1,000 hours as pilot-in-command, with 500 hours in multi-engine aircraft, or 500 hours in medium / heavy category helicopters.
  • Other qualifications

    Holds or has held a flight instructor class 1 rating (aeroplane or helicopter); PIC experience in multi-engine helicopters; training pilot experience; leadership experience in an air operator environment.

    Preference may be given to members of Employment Equity groups; willingness and ability to travel regionally / nationally / internationally; ability to work in diverse and potentially hazardous environments; valid driver’s license; currency for the applicable aviation licences.

    Preference

    Preference will be given to veterans, then Canadian citizens and permanent residents; Nunavut-based roles prioritize Nunavut Inuit.
