Location: 40 Higgins Line, St. John’s, Newfoundland and Labrador

Project Overview

The Office of the Chief Information Officer (OCIO), Government of Newfoundland and Labrador, is seeking an experienced Senior Business Analyst to support its Apprenticeship & Certification Management System (ACMS) project within the Design & Delivery Branch.

ACMS is an end-to-end modernization initiative for the Apprenticeship and Trades Certification Division (ATCD). The system will support skilled trade workers and occupations throughout the certification lifecycle, including registration, employment and training management, and final certification. It will also provide a self-service online portal for employers, training institutes, apprentices, pre-apprentices, trade qualifiers, journeypersons, power engineers, and blasters.

The project is replacing legacy AIMS system capabilities through an agile release approach. The solution uses .NET Framework 8, a new Oracle database, and APEX reporting, with the next release scheduled for February 2027.

Key Responsibilities

1. Business Analysis and Requirements Gathering

  • Lead the validation of departmental business processes, business needs, and functional requirements.
  • Plan, facilitate, conduct, and document requirements-gathering and business-process validation workshops, meetings, and stakeholder interviews.
  • Develop and document statements of requirements for considered alternatives.
  • Analyze functional requirements to identify information flows, procedures, decision flows, and business rules.
  • Validate proposed solution designs from a business perspective.
  • Identify candidate business processes for redesign, prototype potential solutions, assess trade-offs, and recommend an appropriate course of action.
  • Identify required modifications to automated business processes.

2. Business Process Analysis and Documentation

  • Evaluate existing procedures and methods and document relevant database content, data structures, and application subsystems.
  • Develop data dictionaries and document business and system requirements.
  • Define and document interfaces between manual and automated operations, application subsystems, external systems, and existing and new systems.
  • Develop and maintain business process models, workflows, use cases, user stories, requirements documents, and fit-gap analyses.
  • Prepare user guides for new and enhanced system functionality.

3. System Integration and Configuration Support

  • Work with the client and technical teams to support configuration of the new system according to business requirements.
  • Support the definition and validation of user security settings and access requirements.
  • Identify and document integration requirements, system interfaces, and dependencies.
  • Identify reporting needs and support the development of ad hoc or customized reports required by the client.
  • Collaborate with OCIO teams and departmental stakeholders to ensure the solution meets operational and business needs.

4. Data Migration and Validation

  • Guide and assist business stakeholders with data cleansing and data conversion activities.
  • Support data migration by identifying gaps between existing and new data structures.
  • Document data migration rules, source-to-target mappings, and data validation requirements.
  • Work with technical and business teams to validate migrated data and support data quality activities.

5. Testing and Quality Assurance

  • Establish acceptance test criteria in collaboration with the client.
  • Develop test cases and scenarios to validate documented business and functional requirements.
  • Support and execute initial testing activities.
  • Organize and conduct functional testing of the system.
  • Identify, document, prioritize, and track defects or bugs.
  • Collaborate with project team members to investigate and resolve testing issues.
  • Support release readiness by validating that implemented functionality meets approved requirements.

6. Change Management and Training

  • Work closely with business representatives to support the development and implementation of business-process changes.
  • Identify impacts arising from new or enhanced system functionality.
  • Assist in developing training materials based on business processes, system usage, and different user categories.
  • Support user training and the adoption of updated business processes and system functionality.

7. Project Governance and Deliverables

  • Follow OCIO's established methodologies and applicable Project Management Lifecycle (PMLC) requirements.
  • Prepare, maintain, and finalize project documentation and standard project artifacts.
  • Work under the direction of the Project Manager and/or Delivery Manager.
  • Collaborate with the client department, OCIO branches, technical teams, and other stakeholders.
  • Complete additional project-related tasks and deliverables required to support successful project execution.

  • The assignment requires a combination of onsite and remote work in St. John's; remote-only arrangements are not acceptable.
  • Candidates must be available for the full assignment period and potential extension, subject to project requirements.

Application and Submission Requirements

Interested candidates should submit an updated resume that clearly demonstrates the required experience and relevant project accomplishments.
