Job description
We are seeking a highly accomplished Technical Analyst for an enterprise-level contract opportunity based in Scarborough. In this role, you will take on a premier technical evaluation and strategy capacity, specializing in assessing legacy application portfolios, evaluating modern low-code frameworks, and defining cloud migration roadmaps.

As a principal technical analyst, you will bridge the gap between legacy database-driven applications and modern enterprise cloud platforms. Operating within a hybrid work model, you will lead comprehensive current-state assessments of Oracle APEX environments, perform total cost of ownership (TCO) analyses, facilitate stakeholder discovery workshops, and formulate future-state transition roadmaps centered around Microsoft Power Platform and enterprise management systems. This position demands a seasoned consultant who can rigorously analyze application architectures, evaluate licensing models, and author executive-level business cases for digital modernization.

Location: Scarborough, ON

Assignment Type: Hybrid (3 days per week onsite)

Contract Duration: 3-month contract (with a 3-month optional extension)

Responsibilities
Assess current-state Oracle APEX application portfolios, technical architectures, hosting environments, database dependencies, integrations, and operational support models.

Document business purpose, technical complexity, user bases, data sensitivity, and integration requirements for legacy applications.

Conduct fit-gap analyses to determine optimal future-state options, including Microsoft Power Platform adoption, enterprise Client/Work Management systems, consolidation, retirement, or redevelopment.

Perform total cost of ownership (TCO) and cost-benefit analyses across licensing models, infrastructure, Dataverse requirements, connectors, and ongoing maintenance.

Evaluate business processes, risks, constraints, dependencies, performance benchmarks, and scalability opportunities for application consolidation or automation.

Facilitate discovery workshops, interviews, project review meetings, and executive stakeholder presentations across business and technical teams.

Develop future-state architecture recommendations, transition roadmaps, implementation phases, resource estimates, and governance strategies.

Establish Power Platform environment strategies, security frameworks, Dataverse models, solution deployment standards, and administrative guidelines.

Author executive briefings, technical documentation, business case materials, scoring matrices, and conduct knowledge-transfer sessions for internal staff.

Qualifications
Core Technical & Analytical Capabilities
Education: University degree or diploma in Computer Science, Computer Programming, or an equivalent combination of education and professional experience.

Oracle APEX Environment Depth: Extensive experience analyzing, designing, supporting, and evaluating Oracle APEX application portfolios, database dependencies, hosting models, and migration strategies.

Microsoft Power Platform Mastery: Extensive experience with Microsoft Power Platform components (Power Apps, Power Automate, Power BI, Dataverse, connectors, environments, licensing, governance, and administration).

Financial & Business Case Modeling: Demonstrated experience developing business cases, options analyses, total cost of ownership (TCO) models, and cost-benefit evaluations for technology modernization.

Business Analysis & Requirements Gathering: Strong business analysis skills, including stakeholder engagement, process mapping, fit-gap analysis, risk assessment, and technical documentation.

Soft Skills & Facilitation
Consultative Communication: Exceptional written, verbal, and presentation skills with the confidence to communicate complex technical choices to executive stakeholders.

Workshop Facilitation: Proven ability to lead discovery sessions, drive consensus, and gather requirements across multi-disciplinary teams.
