Reports to: Director of Licensed Care

Bargaining Unit: BCNU

Status: Full-Time, Regular

Salary: CAD $49.20-$67.08 Per Hour

In accordance with the Vision, Purpose and Values of Island Community Mental Health, client and staff safety is a priority and responsibility shared by everyone at ICMH; the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Role Summary:

The Registered Nurse/Registered Psychiatric Nurse (RN/RPN) is a Level 4 nursing role responsible for delivering person-centered, evidence-informed care to residents of ICMH licensed care sites. Reporting to the Director of Licensed Care (DLC), the RN/RPN is responsible for the clinical supervision of the licensed care team through task delegation, direct nursing care, and interdisciplinary collaboration. This role promotes resident and family involvement in care decisions. CL takes leadership to initiate, develops and evaluate individualized care plans, and applies a Psychosocial Rehabilitation (PSR) approach to support recovery and quality of life. This position reports operationally and administratively to the Director of Licensed Care while holding full clinical authority and accountability for nursing practice in accordance with British Columbia College of Nurses & Midwives (“BCCNM”) standards.

Duties and Responsibilities:

1. Clinical Leadership & Supervision

•Provides clinical leadership, support, and supervision across all aspects of clinical operations, including dietitian services, in alignment with the direction of the DLC.

•Leads, mentors, and oversees the clinical practice of LPNs; reports practice concerns to the DLC and HR; contributes clinical insight to incident reports and investigations as required.

•Delegates nursing tasks to LPNs and unlicensed care providers (UCPs/MHWs); monitors their performance, provides ongoing support and training, and intervenes as needed to ensure safe, quality resident care.

•Collaborates with the ED and DLC to develop, revise, and implement policies and procedures that ensure high standards of care.

2. Direct Resident Care

•Delivers person-centered, direct nursing care in accordance with established policies, BCCNM standards, and licensing requirements; develops and oversees individualized care plans, modifying them as resident needs change.

•Administers medications in accordance with BCCNM requirements and organizational policy; conducts follow-up assessment, intervention, and documentation as needed.

•Participates in the Nurse-on-Call Rotation.

•Provides health education to residents and families on disease management, treatment plans, and preventive care; advocates for resident rights and access to quality mental health services.

3. Communication & Coordination

•Communicates resident assessments, changes in condition, and care updates to the DLC, Psychiatrists, and interdisciplinary team in a timely manner.

•Facilitates interdisciplinary team meetings and resident care conferences to plan care, share clinical updates, and support a consistent resident experience in collaboration with the site manager and LPN.

•Communicates with resident families as needs arise and participates in family meetings.

•Liaises with Island Health programs and community agencies to coordinate and integrate mental health services for residents.

4. Documentation & Medication Management

•Maintains accurate and timely documentation of assessments, observations, interventions, and communications — including resident and family teaching — using both physical and electronic health records (EHR); ensures MAR/EMAR and Narcotics Records are current and aligned with provincial regulations.

•Provides orientation and ongoing education to licensed care staff and MHWs on medication management, including medication courses and medication run oversight; participates in Pharmacist-led medication reviews and the Medication Safety and Advisory Council (MSAC).

5. Quality Improvement & Safety

•Participates in quality improvement, risk management, and safety activities, including audits, incident reporting, and input into changes to clinical practices, procedures, or protocols; complies with WorkSafe BC requirements.

•Maintains a safe environment for residents and staff by upholding health and safety guidelines, ensuring equipment is in working order, reporting hazards and suspected abuse, and taking immediate action to address safety risks; documents incidents per established procedures.

•Collects and contributes data on resident outcomes and clinical practice to support quality improvement reporting to senior management.

6. Professional Development

•Engages in ongoing professional development to maintain current knowledge in nursing practice and mental health care.

•Performs other related duties as assigned.

Requirements

An ideal candidate would:

Apply a broad knowledge base of the health care environment, the science and art of nursing, educational theory and models, program/curriculum development and evaluation, organizational, teams and systems development, planned change, process consultation and research utilization to provide role modeling, leadership and consultation and to promote a positive learning culture and advance professional nursing practice.

Education, Training & Experience:

•Graduate of a recognized nursing or psychiatric nursing program.

•Current practicing registration with the BC College of Nurses and Midwives (BCCNM) as a practicing RN or RPN.

•Minimum three (3) years of recent, related psychiatric nursing experience in a community licensed care setting, or an equivalent combination of education, training, and experience.

•Valid BC Driver’s License; personal vehicle preferred.

•Clear criminal record check through the Solicitor General’s office.

•Up-to-date on the Provincial immunization schedule; negative TB test.

•Management/supervisory experience considered essential; demonstrated ability to delegate tasks.

•Implements evidence-based and evidence-informed PSR practices as tools for recovery; applies knowledge of major intervention types and recovery-enhancing approaches.

•Assesses individual needs, develops PSR and recovery-oriented plans, and measures outcomes in consultation with the site manager.

•Navigates health and community systems; connects and coordinates with relevant resources and services.

•Works with residents to maximize access to work, education, leisure, and community; fosters recovery, well-being, and equity across the social determinants of health.
