    Duties

    Inspectors must be leaders and skilled communicators capable of working effectively with others and adapting to the different needs of our clients. They must sometimes take rapid, decisive action and must be able to negotiate, facilitate behavior change and develop new competencies in client industries. Inspectors work in an environment of high stress due to the possible impact of error and real or potential conflict. In the course of ensuring that regulations are respected, inspectors carry significant responsibility and accountability and their decisions have a direct impact on the safety of Canadians.

    The main tasks of Senior Marine Safety Inspectors in our Service centers are :

  • Inspection and certification of Canadian vessels
  • Inspection of foreign commercial vessels
  • Seafarer examinations for issuance of Certificates of Competency.
  • Oversight of transportation of dangerous goods
  • Inspection of regulated cargoes
  • Occupational health and safety (marine)
  • Vessel plan approval
  • Oversight of Delegated Statutory Inspection Program
  • Issuance of safe manning documents
  • Intent of the process

    Transport Canada may establish a pool of qualified or partially qualified candidates which could be used to staff similar or identical positions.

    In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

    EDUCATION :

    STREAM 1 : NAVAL ARCHITECTURE

    A degree from a recognized university or a diploma from a recognized college in naval architecture or an acceptable combination of education, training and / or experience.

    STREAM 2 : ELECTRICAL

    A degree from a recognized university or diploma from a recognized college in electrical engineering or electrical technology or an acceptable combination of education, training and / or experience.

    STREAM 3 : NAUTICAL

    A secondary school diploma or an acceptable combination of education, training and / or experience AND possession of a Canadian certificate of competency as a Master, Near Coastal or higher OR Candidates from the Royal Canadian Navy must possess a Surface (Major Warship) Command Qualification.

    STREAM 4 : MARINE ENGINEERING

    A secondary school diploma OR an acceptable combination of education, training and / or experience; AND possession of a Canadian certificate of competency as a Second-class Engineer (Motor Ship or Steamship) or higher OR candidates from the Royal Canadian Navy must possess either legacy MARENG Engineering Officer of the Watch Certification 3A, D, or E or higher or the equivalent MARTECH Certification.

    Note 1 : Candidates will be asked to provide proof of education and / or proof of Canadian Certificate of Competency.

    Note 3 : References to certification levels and experience are as defined in the Marine Personnel Regulations of the Canada Shipping Act, 2001. If you have a foreign Certificate of Competency, additional information on how to obtain a Canadian Certificate of Competency can be found here :

    EXPERIENCE :

    For candidates with university degree, Master Mariner or First Class engineer (Motor Ship or Steamship) : experience normally acquired in TWO (2) years in one or more of the following four (4) areas :

    For candidates who meet any other of the accepted education / certification factors : experience normally acquired in FIVE (5) years in one or more of the following four (4) areas :

    EX1 : Experience in marine design, construction, repairs, operation, inspection, quality assurance or other marine related areas.

    EX2 : Experience in technical or operational management of ships.

    EX3 : Experience as master or chief mate on ships or equivalent experience for candidates from the Royal Canadian Navy.

    EX4 : Experience as chief engineer or second engineer on ships or equivalent experience for candidates from the Royal Canadian Navy.

    The following will be applied / assessed at a later date (essential for the job)

    KNOWLEDGE (COMMON FOR ALL STREAMS)

    K1 : Knowledge of Canada Shipping Act, 2001 and associated regulations.

    K2 : Knowledge of international maritime legislation including conventions.

    A3 : Ability to provide advice on technical matters and resolve operational problems respecting the application of marine programs.

    A4 : Ability to work in a stressful environment with multiple priorities and tight deadlines.
