Principal Enforcement Officer

JobSummary :
To provideexpert and specialist knowledge to a regulatory service that isresponsible for protecting the community using relevant legislationto control and enforce in the Private Sector Housing Enforcementand LicensingTeam.
To assist inthe maintenance and improvement of the borough s environment andwellbeing by identifying investigating and effectively dealing withbreaches of legislation through written or verbal advice orwarnings notices seizures and other legal action in accordance withthe Enforcement Concordat and EnforcementProtocol.
The post holderwill assist with the organisation and training including tutoringof junior officer and trainees who may not be Southwark employeesproviding mentoring and guidance to EnforcementOfficers.
The post holderwill be prepared to represent the division department and councilon matters relating to their area of professionalexpertise.
KeyDuties / Accountabilities :
To assist theteam leader as required in leading and managing an operationalteam.
To provideexpert direction and professional guidance as required to officersof the business unit and the widercouncil.
To createeffective partnerships with other key agencies including the PoliceHMRC London Fire Brigade LACORS BRE Food Standards Agency PCT todeliver a multipartnership response to the effective delivery ofenvironmental health and trading standardsservices.
To contributeto producing management information and reports on performance andquality taking appropriate remedial action where needed to ensurethat changing priorities and circumstances are managed targets andstandards met and value and performanceoptimised.
EssentialExperienceRequired :
Experience ofproviding expert / specialist advice and guidance within PrivateSector Housing Enforcement &Licensing.
Experience ofenforcing relevant legislation in accordance with enforcementconcordats andprotocols.
Experience inpreparing legal papers and appearing as a witness incourt.
Experience inmanaging and prioritising a complex caseload within specific timescales.
Extensiveexperience in carrying out inspections underHHSRS.
Extensiveexperience in writing schedules of work and serving notices underHousing Act2004.
Experience inpreparing prosecution bundles and appearing as a witness in courtand / or atFTT.
Experience inserving CPNs.
A minimum of 2years relevant postqualification experience within the field ofPrivate Sector Housing Enforcement &Licensing.
EssentialQualificationsRequired :
A relevantdegree in an appropriate discipline or an equivalent academic orprofessionalqualification.
Detailedknowledge of the statutory functions and obligations placed on alocal authority in relation to services provided by RegulatoryServices.
