Director of Engineering Services

Reporting to the President & CEO, the Director of Engineering Services oversees Welland Hydro’s Engineering and System Control departments, ensuring the electrical distribution system complies with Ontario Regulation 22 / 04 safety standards.
This role manages capital expenditures, asset condition assessments, and technical support for systems like OMS, GIS, and SCADA, while driving long-term infrastructure planning and budget management.
Main Responsibilities :
- Establish long and short-term capital and operational budgets and monitor financial performance.
- Develop, implement, and maintain Welland Hydro’s Distribution System Plan (DSP), ensuring that capital investments, infrastructure projects, and maintenance plans align with regulatory standards, customer affordability, reliability, and growth requirements.
- Establish construction and equipment standards together with the Operations department to support the construction and maintenance of the distribution system.
- Perform engineering analysis to support capital project designs, system performance improvements, and expansion needs, ensuring effective operation and long-term planning.
- Ensure compliance with all OEB requirements as it pertains to distribution assets.
- Oversee the compliance of all distribution system designs and construction projects with Ontario Regulation 22 / 04 by reviewing, approving, and verifying project standards and as-built documentation.
- Ensures that system design and construction is in compliance with applicable regulations and sound engineering principles.
- Coordinate updates, maintenance, and communication between departments to ensure the optimal functionality of OMS, GIS, and SCADA systems, supporting efficient system control and engineering processes.
- Provide leadership and oversight to the System Control Services department to ensure adherence to applicable safety and reliability requirements.
- Manage performance, conduct reviews and ensure that training and development are available to enhance performance and knowledge level of staff.
- Perform other related duties as needed or required.
Qualifications & Requirements :
- Bachelor’s degree in electrical engineering.
- Professional Engineering license (P. Eng) in the Province of Ontario.
- 10+ years’ experience in an electrical transmission or distribution environment.
- 5 years’ experience in a supervisory role managing non-union and unionized employees.
- A combination of academic credentials and background experience which demonstrates understanding / familiarity with the electric industry, or which exemplifies a viable / desirable transfer of skills and abilities from other industry sectors.
- Advanced knowledge of electrical utility construction standards, Electrical Distribution Safety Regulation O. Reg. 22 / 04, Distribution System Code, Ontario Utility Work Protection Code, the Ontario Electrical Safety Code, and Occupational Health and Safety Requirements.
- Advanced skills in GIS, OMS, SCADA, MS Excel, and project management.
- Possess excellent communication skills and have the ability to put together concise, supporting documentation and be able to communicate both written and verbally with all levels of the corporation.
- Valid Class G driver’s license in good standing.
