We are looking for a Training Specialist who will lead, coordinate and provide project training leadership, planning, development, delivery and evaluation of the training deliverables for the Ministry program which is currently undergoing a significant business transformation which will modernize technology and business processes and procedures.

Responsibilities
Training Plan
Development of Training Plan for each release which shall include a plan for both train-the-trainer and end user training, detailed training needs for each Audience Group, learning objectives aligned to the training needs for each Audience Group, recommended training delivery method (e.g., virtual, classroom, train-the-trainer, etc.) for each Audience Group.Training Program Design, Development and Delivery
Development of training design and development models, courses, curriculum and refresher courses appropriate for training projects / programs for end user program staff.Development of training program resource materials including lesson plans, participants' workbooks, procedure manuals and related training materials.Developing learning measurement and training evaluation methods and tools by assessing learning results, evaluating instructional effectiveness and impact to ensure high quality and effective learning outcomes.Leading and facilitating reviews with subject matter experts and subsequently modifying training materials to ensure consistency and accuracy of subject matter.Participating on project team and collaborating with IT and business subject matter experts to support the training program deliverables.Training Needs Assessment, Analysis and Planning
Conducting needs assessments to determine requirements for staff regarding technical, business process and skills training in response to business transformation and new / changing program technology.Conducting analysis of working environment and job functions (e.g. job tasks, business operational requirements) for training programs.Preparing end to end training plans, delivery models and timing.Developing curriculum for training modules by compiling and synthesizing training needs information, business requirements, processes and technology workflows.Researching, identifying and evaluating various training options to meet the ministry technical knowledge and skills training requirements.Utilizing best practices, technologies (e.g., web-based learning) and training methods to support the development of learning strategies that meet identified training needs.Target knowledge and skills for each Audience Group, expected knowledge and skills outcomes (learning objectives) for the training needs identified for each Audience Group, metrics, and measures to assess if each learning objective have been met.Defining the training activities (courses, self-guided learning, on-the-job learning and other) to be completed for each Audience GroupTraining Program Implementation, Delivery and Administration
Delivering training sessions to end users of the prepared course materials in a timely and sequential manner which aligns to the program release plan.Conducting knowledge transfer of all training materials, job aides and procedure materials to ministry staff for subsequent training delivery.Sequencing of the recommended training courses for each Audience GroupEnsuring training plans includes course name, description, topics, learning objectives, training delivery mechanism (classroom, online, computer-based, other) for each training activity, training environments (e.g., UAT / test environment for software with profiles), training duration of each course, training schedule with the following components :Qualifications
You have written communication skills to prepare presentations and training material as well as develop training program plans, procedure manuals, job aides and evaluation tools.You have presentation, coaching and facilitation skills to deliver training programs and courses.Adult education principles / practices (e.g., learning needs assessment, program design, development strategies / methods, program evaluation techniques) to lead the planning, development, delivery, and evaluation of ministry training programs.Training and presentation techniques to provide direction / guidance provide course instruction to ministry staff.Computer applications for learning management systems, word processing, presentations to prepare training materials.Advisory skills to assist in the development of course content and to explain program policies, procedures and standards to ministry management and instructors, and to ensure compliance.Analyzing and problem-solving skills to interpret policy and procedures and to design / develop training programs to ensure content is consistent with ministry learning needs, ministry strategic objectives, and ministry training policies / objectives.Assess training program content and identify and resolve problems / issues with training delivery (e.g., Quality of program instruction materials).Summary
