Ministry of Advanced Education

The Ministry of Advanced Education is responsible for an adult learning system that provides accessible, affordable, and high-quality education for Albertans. The ministry prepares Albertans for lifelong success through education by approving programs of study; funding public post-secondary institutions and other adult learning providers; providing financial aid for learners; registering and certifying apprentices; and supporting academic research and innovation.

Within the Professions, Governance and Legislation Branch of the Governance, Policy, and Engagement Division, the Public Agency and System Governance (PASG) unit provides strategic leadership and advice on governance, accountability, policy, and system-level decision-making across Alberta's adult learning system. The team works closely with public post-secondary institution boards, advisory and regulatory agencies, and ministry partners to promote effective governance, accountability, and transparency through governance best practices, board effectiveness initiatives, agency oversight, legislative compliance, and public sector compensation disclosure requirements. PASG also leads and facilitates the process for all of Advanced Education’s board and agency appointments, supports agency review initiatives, and advances system-wide governance priorities, including the development and implementation of governance frameworks and policies that strengthen Alberta's post-secondary and skills system.

Role Responsibilities

Reporting to the Manager, System Governance, the Governance Analyst supports the implementation and application of governance frameworks, policies, and oversight activities across Alberta's adult learning and skills system. The position provides research, analysis, stakeholder support, and implementation expertise to advance effective governance practices across public agencies and post-secondary institutions. Working closely with other members of the PASG unit and other program areas in Advanced Education, the Governance Analyst contributes to evidence-informed decision-making, governance policy implementation, monitoring and reporting, evaluation, stakeholder engagement, and continuous improvement initiatives.

Responsibilities

  • Governance Research and Analysis: conduct research, jurisdictional scans, and environmental reviews related to post-secondary system governance; analyze governance structures, mandates, and practices for alignment with legislation, policy, and government priorities; identify emerging governance issues, trends, and risks; and prepare issue analyses, briefing materials, and other analytical products to support evidence-informed decision-making.
  • Policy and Framework Support: support the development, maintenance, implementation, monitoring, and evaluation of system governance policies, guidelines, tools, and frameworks; translate system-level governance direction into practical guidance for agencies and ministry program areas; and contribute to policy options, recommendations, and implementation plans.
  • Stakeholder Engagement and Liaison: support engagement with ministry partners, central agencies, public agencies, post-secondary institutions, and other stakeholders on governance matters; respond to governance-related inquiries; provide guidance within established frameworks; elevate complex or sensitive issues as required; and contribute to coordinated and consistent governance advice across PASG.
  • Governance Oversight and Issues Management: monitor governance-related developments; assess institutional and system-level governance practices, issues, and risks; support accountability and oversight activities; and prepare reports.

Qualifications

A university degree in Public Administration, Law , Political Science or related field is preferred, plus 2 years of progressive related experience. Directly related experience or education is considered as an equivalency on a one- for-one basis.

Equivalency

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Related experience must include:

  • Experience conducting research and analysis, jurisdictional scans, environmental reviews, stakeholder engagement to support policy, governance, program, or operational decisions.
  • Experience developing briefing materials, reports, correspondence, presentations, or analytical products for leadership.
  • Experience analyzing qualitative and/or quantitative information and translating findings into clear recommendations, briefing materials, reports, or other decision-making support products.
  • Demonstrated written and verbal communication skills, including the ability to provide clear advice, prepare concise materials, and communicate with diverse internal and external stakeholders.
  • Experience identifying, assessing, and communicating issues, risks, trends, and opportunities to support timely and informed decision-making.
  • Ability to manage multiple priorities and deadlines while working independently and collaboratively in a team environment.

Assets:

  • Knowledge of public sector governance principles, accountability frameworks, and government decision-making processes.
  • Understanding of governance-related legislation and government policy frameworks, including the Alberta Public Agencies Governance Act and Advanced Education specific legislation.
  • Experience supporting policy or framework development, implementation, monitoring, reporting, or evaluation.
  • Familiarity with performance measurement, reporting, governance oversight, stakeholder engagement, or continuous improvement activities.

The competition is for permanent full time position based in Edmonton, offering a work schedule of Monday to Friday, totaling 36.25 hours per week.
