Donna Cona Inc. is seeking a Programmer / Software Developer (Level 1) for a long-term contract opportunity supporting our federal government client.
Location: Ottawa (Moodie Drive) – Hybrid (3 days onsite / 2 days remote)
Contract: Through November 2026 + possible extensions
Security: Reliability Clearance required

This role is ideal for an early-career developer looking to gain experience supporting large-scale enterprise applications in a collaborative government environment while working with technologies including C++, C#, Oracle PL/SQL, and MS Visual Studio.
We’re looking for candidates with: - Reliability Clearance
- College diploma or University degree in a related field
- Minimum 6 months of Programmer / Software Developer experience
- Experience with C++ / C# (MS Visual Studio), Oracle PL/SQL, or web application development
- Experience developing or supporting software applications and participating in testing activities
- Experience with HRMS applications is considered a strong asset.
Candidate MUST have the following:
- A valid security clearance at the level of Reliability;
- A post-secondary education (College / CEGEP diploma or University degree);
- Minimum of six (6) months of demonstrated experience as a Programmer / Software Developer; and
- Minimum of 6 months of demonstrated experience within the past 3 years in: C++ / C# using MS Visual Studio for application development, OR PL SQL for applications development OR web application development.
Candidate should have the following demonstrated experience:
- Developing HRMS applications within the past 3 years; and
- Testing software applications within the past 3 years.
