Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a General Inspector. In this position, you will play a key role in providing field inspection oversight across all construction activities to ensure work is completed safely and in compliance with approved drawings, specifications, permits, and regulatory requirements. The successful candidate will demonstrate strong expertise in construction inspection, contractor oversight, and risk identification, acting as a key interface between Contractors and project teams. This position offers the opportunity to play a critical role in managing construction risk and supporting the safe, high‑quality delivery of major infrastructure projects.

Key Responsibilities

  • Conduct verification and inspection of activities in accordance with governing procedures and ensure all required hold points and inspection releases are achieved prior to advancement.
  • Maintain daily inspection records including workfronts, key verifications, deficiencies, corrective actions, and inspection release status.
  • Verify environmental and landowner requirements prior to initiating access activities.
  • Verify that work is conducted in accordance with safety, environmental, and regulatory requirements and initiate Stop Work where conditions pose risk or non-compliance.
  • Verify that foreign utilities are suitably marked, and access ramps are installed prior to mobilizing heavy equipment into work site, and overhead powerlines are identified and flagged.
  • Coordinate with survey for as-built survey verification prior to backfill.
  • Verify the installation and maintenance of temporary fencing and cattle gates.
  • Verify the development of ROW access points in accordance with typical or site-specific drawings.
  • Monitor the clearing and stripping related to access (i.e., cutting of brush and trees and removal and segregation of topsoil).
  • Monitor stringing activities to ensure that pipe is adequately strung per alignment sheets and that the pipe is not damaged.
  • Monitor ditching activities and verify compliance with ground disturbance requirements, including adequate ditch depth and acceptable ditch bottom conditions prior to lowering-in.
  • Verify that AC mitigation installations are at locations identified in the applicable plans and that installations are in accordance with the design.
  • Verify cathodic protection (CP) has been attached at the specified locations and posts are at appropriate locations based on the drawings.
  • Coordinate with Environmental Inspectors to monitor watercourse crossing excavation, pipe installation, and remediation activities.
  • Verify the installation of buoyancy control devices such as screw anchors, set-on bag weights, or continuous concrete coating.
  • Verify the application of padding and other protective membranes prior to backfilling.
  • Monitors backfill activities to verify that backfill material is suitable for use and that the backfill process does not damage the pipe or coating.
  • Coordinate with Environmental Inspectors to monitor machines and final clean-up activities.
  • Provide input to post construction evaluation and lessons learned documents.
  • Verify that no work is advanced, covered, or buried without required inspection acceptance and documented release.
  • Identify, document, and escalate non-conformances, repeated defects, and unauthorized deviations in accordance with project requirements.
  • Provide field-level oversight of safety, environmental, and damage prevention requirements, ensuring controls are implemented and maintained.
  • Coordinate with Trans Mountain discipline leads (Safety, Environmental, Damage Prevention, and Quality) to ensure alignment of field execution with project requirements.
  • Monitor and report on construction progress, including tracking of installed quantities and workfront advancement.
  • Coordinate with survey crews to support staking, alignment verification, and overall survey integration during execution.

Qualifications and Professional Experience

  • High school diploma or equivalent.
  • Preference given to API 1169 Pipeline Construction Inspector Certification (For Pipelines Only).
  • Minimum 10 years of industry experience, including a minimum of 5 years in inspection roles with demonstrated experience across multiple construction activities.
  • A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
  • Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.
  • Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.

Working Conditions

  • Willingness and ability to travel as required.
  • Must have a valid Class 5 driver’s license.
  • May need to provide support outside of regular business hours and/or on the weekend.
