JOB SUMMARY


Permit Approvals is responsible for planning, organizing, directing and controlling all building permit review and approval activities, as well as the efficient and timely review and approval of other municipal permit applications.

You are responsible for the delivery of accurate and up-to-date technical information and advice with respect to written, telephone and in-person requests for information about the City of Ottawa’s Official Plan and Amendments, Subdivision and Condominium procedures, site plan and consent/variance applications, Zoning By-law and other related by-laws, statutes and enabling legislation.

You are required to provide technical information and appropriate referrals with respect to the overall approval processes involved in the creation and development of lands. You are the primary initial contact with the city for a wide variety of clients regarding planning and development matters.

EDUCATION AND EXPERIENCE


Completion of 3 year community college diploma or university degree in Construction, Public Administration, Urban Planning or Law

Minimum of 2 years of experience working with land use developmental by-laws at the level of responsibility covered in the job description

KNOWLEDGE

Expert technical knowledge of the following:

  • Official Plans and amendments (including Secondary Plans and Policies)
  • Zoning By-laws
  • Site Plan Control By-law as amended
  • Two percent and five percent Cash-in-Lieu of Parkland By-laws
  • Redevelopment Charges By-laws
  • Demolition Control By-laws and associated agreements
  • Compliance Reports By-laws
  • Cash-in-lieu of Parking By-laws and associated agreement
  • Traffic and Parking By-law (Handicapped Parking)
  • Committee of Adjustment By-law
  • Site Plan Control Agreements and Letters of Understanding
  • Subdivision Control By-law and associated agreements
  • Property Standards By-law and Swimming Pool Enclosure By-law
  • Development Agreements
  • Condominium Agreements
  • Municipal Environmental Evaluation Process and the Municipal Environmental Evaluation Review
  • All Fee Schedules and Application forms for planning and development approval processes
  • General knowledge of the following:
  • Sections of the Planning Act, the City of Ottawa Act, and the Municipal Act relating to planning and development matters
  • Parts IV and V of the Ontario Heritage Act
  • Part-lot Control By-law
  • Trees and Road Cut By-law
  • Provincial Building Code
  • Ontario Planning, Condominium and Municipal Acts and associated regulations
  • Provincial planning policies and guidelines
  • Development approval procedures and practices
  • Relevant city planning policies and by-laws
  • General knowledge of human resources policies and procedures
  • Demonstrated knowledge of all documents and regulations outlined in Annex A

COMPETENCIES, SKILLS AND ABILITIES

  • Demonstrated strong interpersonal skills/abilities required to deal effectively, efficiently and positively with all external and internal work related contacts
  • Demonstrated ability to interpret architectural drawings, plans and specifications, and plans of survey
  • Demonstrated ability to interpret legal documents
  • Demonstrated ability to analyze complex land development issues from all perspectives necessary to resolve those issues in the most satisfactory manner with respect to compliance with the Zoning By-law and related by-laws
  • Demonstrated ability to communicate effectively, both verbally and in writing, with all work related contacts
  • Demonstrated ability to make verbal presentations
  • Demonstrated ability to work with all computer-related programs and systems specific to the work function
  • Understanding of municipal government structure and the role of the Committee of Adjustment and the Ontario Municipal Board
  • Understanding of municipal organizational sensitivity
  • Strong interpersonal skills and leadership capabilities

WHAT YOU NEED TO KNOW

  • Language Requirement: Designated Bilingual – specific level of language proficiency: French: oral, reading, writing English: oral, reading, writing Candidates who do not meet language requirements will be required to participate in training.
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
