About the role
Join the Office of the CFO and Corporate Services, as a Senior Manager, Financial Reporting. The Senior Manager, Financial Reporting creates the organizational conditions and develops the strategic and operational framework needed to ensure CMHC meets all of its external financial reporting requirements.
This role provides strategic leadership in the development, evolution and implementation of strategies, plans, policies, processes, controls and services that ensure that all external financial accounting and reporting are aligned with legal and regulatory requirements and with national and international standards.
The role is also responsible for climate related reporting under OSFI Guideline B-15 and the requirements of the International Sustainability Standards Board.
The incumbent ensures the effective development, management and administration of accurate and complete accounting records for the Corporation and the Pension Fund, and supports the production of the annual report for both.
What you’ll do :
- Provide authoritative expertise and leadership on key organizational issues and on implementing a variety of important strategies designed to meet business objectives and lead the development of a vision of future directions for external financial reporting and accounting.
- Provide day-to day leadership and guidance and manage the division, providing mentorship to team members as appropriate, establishing goals and expectations and regularly assessing performance, in support of employee development and performance management.
- Ensure the development of networks and relationships with a range of clients, partners, colleagues and stakeholders; ensure that alliances are forged and that cross-functional activities are appropriately represented;
collaborate across boundaries (inside and outside CMHC) and facilitate the finding of common ground to ensure the development of harmonized approaches to existing and emerging issues.
- Collaborate across the Finance team to establish objectives, priorities and plans for the division. Own and maintain division-specific processes and policies, with a view to supporting continuous process improvement.
- Lead and oversee the development of CMHC's quarterly financial reports, the quarterly results report, the annual consolidated financial statements, and the annual pension valuation reports.
Monitor and lead the implementation of changes to presentation and disclosure relative to best practices, new and revised International Financial Reporting Standards, and standards mandated by Treasury Board, the Financial Administration Act (FAA), the Canada Mortgage and Housing Corporation Act, and the National Housing Act (NHA).
- Provide briefings to senior executives on financial results, accounting policies and external audit issues. Lead the development of financial reporting briefing materials and presentations to the Executive Committee, Audit Committee and the Board of Directors.
- Lead and oversee the provision of strategic financial advice and decision support on highly complex accounting matters under IFRS.
Ensure that accounting policies, procedures and processes are followed by the lines of business, recognizing the current and emerging requirements of International Financial Reporting Standards (IFRS), Office of the Superintendent of Financial Institutions (OSFI), the FAA, NHA and CMHC Act, and Treasury Board, Public Works and Government Services Canada (PWGSC) and Department of Finance guidelines and directives.
Monitor compliance with the organization's Internal Control Framework, ensuring best practices are applied.
What you should have :
- An undergraduate degree in accounting, finance, business administration, commerce or a related field.
- A Chartered Professional Accountant (CPA) designation (mandatory).
- A minimum of ten years of relevant work experience within the financial CPA legislative and regulatory environment including audit and internal control.
A combination of education and / or experience can be considered.
- A minimum of five years of management experience directly managing others.
- A demonstrated ability to formulate effective strategies aligned to business / competitive strategies combined with the ability to examine policy issues and strategically plan business objectives (long-term perspective).
- Demonstrated expertise in technical accounting and financial reporting for complex entities, inclusive of leading financial reporting projects and implementation of new accounting standards.
- Strong oral and written communication, negotiation and influencing skills in English and French, as well as the ability to synthesize complex policy / financial / functional problems.
- A sound ability to manage conflict constructively and build morale, set high standards, provide constructive feedback and lead individuals in the completion of critical objectives.
It would be great if you also had :
- At least 5 years experience performing external audits or serving as the primary contact for external auditors.
- Experience in IFRS 17 Insurance Contracts, IFRS 9 Financial Instruments and IAS 20 Accounting for Government Grants and Disclosure of Government Assistance.
