It is anticipated that the acting assignment will end on December 31, 2024)

Reporting to the Senior Manager, Staffing, Recruitment and Contract Services, Support Staff, the Staffing Officer, Support Staff will manage human resources functions, specific to one or more of the unionized and non-union employee groups within Support Staff.

Summary of Duties :

  • Ø Provide expertise and guidance to employees, managers, principals and supervisory officers regarding the interpretation and application of People and Culture policies, employment-related legislation, employment contracts and collective agreements;
  • Ø Develop and maintain consistent and equitable procedures for hiring and promotional processes;
  • Ø Manage the implementation of staffing levels, monitoring of allocations and ensure that established staffing processes are followed;
  • hair staffing committees ensuring timelines are adhered to in compliance with collective agreement provisions and as well as board policies, procedures and government legislation;
  • Ø Manage all operational aspects related to the annual staffing process including co-ordination of placements, adherence to recall rights, tracking complement, and co-ordination of all related communication;
  • Ø Represent the Employer at various committees ( Labour Management) and meetings;
  • Ø Develop and present workshops with respect to staff training as well as information and orientation sessions;
  • Ø Assist in the development and interpretation of People and Culture policies, procedures and collective agreement provisions;
  • Ø Responsible for maintaining effective working relationships with unions and employee organizations;
  • Ø Work collaboratively with all stakeholders including unions to resolve employment / labour issues;
  • Ø Assist Employee Relations and Labour Relations with the collective bargaining process including participating on bargaining team;
  • Ø Participate in the grievance and arbitration process;
  • Ø Lead conflict resolution meetings within relevant areas;
  • Ø Conduct interviews related to positive Police Reference Checks to determine suitability for employment;
  • Ø Manage salary administration and employee records in accordance with Board Policies, Collective Agreements and employment legislation ;
  • Ø Administer, authorize and approve leaves of absence in accordance with Board Policies, Collective Agreements and employment legislation;
  • Ø Responsible for the supervision of staff including hiring, training and performance evaluation;
  • Ø Maintain cooperative working relationships with other People and Culture team members as well as the Payroll, Compensation and HRIS Teams to ensure processes and system structural changes meet human resources needs;
  • Ø Collect, compile, analyse, maintain and report statistics related to employment;
  • Ø Liaise with auditors to ensure compliance with related system controls;

Ø Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services; and

Ø Other duties as assigned.

Qualifications :

  • Ø University degree in human resources administration or related field with three years progressively responsible related experience in a large, complex, multi-site and multi-unionized employer , or an equivalent combination of education and experience;
  • Ø Experience implementing HR procedures in a large unionized organization;
  • Ø Proven experience and leadership in managing staffing processes in large organizations;
  • Ø Knowledge and experience in grievance / arbitration administration;
  • Ø Experience in interpreting and administering collective agreements;

Ø Proficient computer skills including Microsoft Office (, Excel, Access, Power Point) human resources / payroll information systems ( SAP), and reporting tools

  • Ø Proven ability to prepare accurate reports and summaries;
  • Ø Proven ability to communicate effectively (both orally and in writing) with staff and internal / external organizations including presentation skills;
  • Ø Excellent conflict resolution, facilitation, mediation and negotiation skills to resolve issues;
  • Ø Proven supervisory experience with strong leadership, mentoring and team building skills;
  • Ø Excellent analytical / interpretative and problem solving skills;
  • Ø Excellent project management skills and time management skills;
  • Ø In dept knowledge of human resources best practices, policies, and procedures and employment-related legislation ( Employment Standards Act, Employment Equity Act, Labour Relations Act, Education Act, Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act);
  • Ø Proven ability in promoting equitable practices which value inclusiveness and diversity;

Ø Demonstrated understanding of and commitment to equity, anti-racism, and anti-oppression; and

Ø Knowledge of school board operations and school issues.

Special Requirements :

Ø Travel to TDSB sites to attend various meetings.

Ø Access to a vehicle is required.

Ø May be required to work evenings and weekends on urgent issues or during bargaining.

Asset :

Ø Certified Human Resources Professional (CHRP) designation

Work Year : 12 Months
