The Winnipeg Police Service (WPS) is the primary law enforcement agency responsible for ensuring peace and safety in Winnipeg, Manitoba.

Founded in 1874, the WPS has evolved into a modern, diverse police force, serving over 845,000 residents. The WPS is committed to proactive policing strategies, community engagement, and partnerships with various stakeholders to enhance public safety and improve the quality of life in Winnipeg.

The agency operates through three main branches Operations, Investigative Services, and Support Services each equipped with specialized units to address a wide range of situations.

Position Overview : The Chief of Police is a pivotal executive role responsible for the overall leadership and management of the WPS.

Reporting directly to the Winnipeg Police Board, the Chief of Police oversees all operational and administrative functions of the WPS.

The role demands a visionary leader who can guide the WPS through strategic planning, effective governance, and community-focused initiatives.

The Chief of Police will work closely with the Board, City of Winnipeg, and various community stakeholders to implement progressive policing practices and ensure public safety.

Responsibilities : Leadership & Strategy : Formulate and implement the WPS's strategic plan in alignment with community needs and the Board's direction.

Evaluate the success of strategic initiatives and ensure compliance with The Police Services Act.Operational & Financial Management : Lead the WPS's operational, financial, and human resource management.

Develop a high-performance culture that emphasizes innovation, inclusivity, and excellence in service delivery.Board Support : Serve as the official link between the Board and WPS employees, advising on policies, strategic priorities, and new initiatives.

Provide regular updates on organizational performance, risks, and key issues.Public Relations & Partnerships : Act as the spokesperson for the WPS and foster strong relationships with media, government officials, community partners, and the public.

Ensure transparent communication and collaboration to enhance community safety.Competencies Required : Embracing Diversity and Inclusion : Promotes diversity and inclusion within the organization and community, understands demographic trends, and aligns workplace strategies to include diverse employees.

Community Engagement and Public Relations : Fosters relationships with the community, aligns engagement strategies with safety priorities, and represents the organization as a reflection of community values.

Judgment and Decision Making : Makes decisions with varying levels of risk, engages stakeholders for collaborative input, and maintains transparency to build trust.

Upholding Ethical Accountability : Models ethical conduct, promotes accountability, and ensures integrity in organizational practices.

Financial Oversight and Planning : Provides strategic direction for financial management, aligns financial strategies with organizational goals, and educates stakeholders on financial needs.

Fostering Relationships : Develops authentic relationships with stakeholders, advocates for organizational objectives, and promotes engagement for community safety and wellbeing.

Talent Management and Development : Oversees talent management strategies, ensures alignment with organizational goals, and makes decisions on appointments and terminations.

Information Communications Technology Accountability and Capacity : Provides strategic oversight of ICT to ensure it meets operational needs and supports public safety objectives.

Effective Communication : Utilizes various communication techniques to foster relationships, resolve conflicts, and promote shared understanding.

Organizational and Environmental Awareness : Demonstrates understanding of social, political, and economic contexts affecting policing, and monitors organizational risks and opportunities.

Accountability and Trust : Models accountability, promotes transparency and ensures independence of the police service from political influence.

Community Safety and Wellbeing : Promotes collaboration with community partners to address safety and wellbeing, and recognizes the contributions of all organizational roles to community outcomes.

Strategic Thinking and Flexibility : Encourages a culture of strategic thinking and learning, promotes innovation, and supports flexibility in decision-making and problem-solving.

Compensation : Annual Salary : $214,829.032 to $313,643.880Benefits : Defined Benefit Pension Plan, disability and life insurance, comprehensive health plan.
