Teranet is currently looking for a Senior Manager, Procurement & Facilities. You will have extensive experience in leading teams in diverse environments and functions.
You will have experience in a range of core functions in facility management, operations, and working in a corporate environment.
You bring expertise in administration of operating and capital budget and expertise with procurement and contract management.
You will collaborate with multiple stakeholder groups (including Teranet’s Executive, Operational and IT management, Legal, and Suppliers) and will need to influence and provide context to these groups while looking to meet or exceed business objectives.
What will you be doing
Develop and deliver comprehensive procurement strategies and advisory services to achieve savings goals working directly with business unit leaders, IT leaders, program, and supplier managers, and maintain up-to-date knowledge on internal / external cost and demand management strategies for the facilities and procurement initiatives.
Maintain, influence, and deepen supplier and internal Teranet relationships to achieve business objectives, savings goals, and supplier cost management strategies through the implementation of supplier and category management strategies.
Lead with complex negotiating procurement contracts, resolves bid and contract disputes in consultation with other departments and with other entities.
Handle supplier escalations within the organization for commitments missed and provide analysis and recommendations on their ability to meet the requirements of Teranet.
Primary point of contact and interface between Procurement and Facilities group and executive leadership team in the organization
Assist in planning and execution of transitioning / integrating M&A transactions into existing procurement operations.
Develop, design, and implement operational plans, service standards, and programs that ensure the delivery of safe, maintained and quality facilities to meet customer service needs and to achieve excellence in overall business performance based on long-term Teranet goals.
Oversee the development and active management of effective enterprise policies relating to procurement, facilities, and expenses.
Prepare and present reports associated with assigned portfolios to associated business units reporting on key metrics such as procurement categories strategies, performance against savings and procurement project goals.
Lead and motivate the Procurement and Facilities team to ensure effective teamwork, ensure high standards of work quality and organizational performance, and mentors the continued career development of the team.
Providing operational management and guidance to the Procurement and Facilities team, including the cascading of relevant performance goals / metrics and targets, as well as to Teranet departments and employees.
Lead cross-functional teams and our partners; to ensure complex data networking solutions successfully meet customer expectations.
Participate in the annual planning process and provide leadership in the budgeting of procured products and services.
Undertake activities to reduce overall off-net expenditures and work with other teams within TERANET to realize these reductions;
Develop solutions and / or take actions to mitigate financial risk.
Ensuring excellent customer service, continuous improvement and strategic and tactical planning through staff training and development, streamlined procedures, supportive technological and physical resources, and quality standards.
About You
College or University in public administration, business administration, finance, or a closely related field.
Procurement experience of 10+ years is preferred, including direct involvement in buying and value analysis activities.
Must have experience in a public sector purchasing environment managing a variety of public bidding processes.
Deep knowledge of software procurement, contracts, and negotiations
Experience with Cloud operations and procurement processes. Including basic FINOps practice knowledge and understanding of Cloud service provider procurement (e.g. Azure Marketplace).
Certified Public Procurement Officer (CPO) or Supply Chain Management Professional (SCMP) designation is desirable.
Thorough understanding of purchasing best practices; excellent knowledge of contract law.
Advanced knowledge in preparation of bid documents; leading evaluation teams in review of documents.
Ability to conduct training sessions and give guidance and direction is desirable.
Strong Computer proficiency (MS Office, Excel).
Experience in Software Asset Management (SAM) would be an asset.
Strong Negotiation skills along with excellent writing skills; strong analytical and complex problems solving skills.
Strong interpersonal skills to deal tactfully with external and internal stakeholders.
Highly developed communication and leadership skills along with management experience.
Knowledge of on-line procurement systems (SAP and or Workday, preferred), purchasing experience related to IT and working knowledge of Procurement.
