Job Summary :
We are seeking a Senior Program Manager to lead large-scale, complex, and high-profile enterprise initiatives within a public sector environment. The role involves overseeing program strategy, governance, stakeholder engagement, and delivery of multi-project portfolios while ensuring alignment with organizational standards, architecture frameworks, and business objectives.
MUST HAVES :
10+ years of experience in technology project / program management with large-scale enterprise initiatives
Experience managing complex cloud technology projects and enterprise solutions
Experience with technologies such as IBM Portal, WebSphere, DataPower, OpenShift, Cloud Automation Manager, Ansible, and Oracle Database
5+ years of experience managing projects involving large technology procurements
Experience working in Agile / Scrum environments
Experience and Skill Set Requirements :
General & Project Management Skills
Experience leading enterprise-level, multi-jurisdictional programs and projects
Strong experience in stakeholder management, facilitation, negotiation, and consensus building
Experience developing project charters, plans, and managing releases
Experience with change management and organizational transformation
Experience managing cross-functional teams including multiple project managers
Experience monitoring cost, risk, schedule, governance, and program performance
Experience managing interdependencies across projects and portfolios
Enterprise Architecture Skills
Experience with enterprise architecture frameworks such as Zachman
Strong knowledge of business, application, information, technology, and security architecture
Experience providing application and security architecture for enterprise-wide systems
Experience aligning programs with architecture governance and standards
Implementation & Integration
10+ years of experience delivering enterprise applications across multi-platform environments
Experience integrating enterprise systems using IBM WebSphere, Oracle DB, and middleware technologies
Experience implementing infrastructure environments and system integrations
Experience with AODA compliance
Enterprise Security & Java Development
Experience with enterprise security solutions including IAM, SSO, and access control
Experience with SOA, Service Bus, web services, and enterprise integration patterns
Experience with Java / J2EE and secure application architecture
Experience with business process management tools and technologies
