Project Description :

Fraser Health is one of six health authorities in British Columbia. It provides clinical and community services across the care continuum to over million people from Burnaby to Boston Bar and is the fastest growing health region in British Columbia. Fraser Health is responsible for a wide range of services including :

  • 12 acute care hospitals
  • outpatient care and day surgery center
  • urgent care facilities
  • over 7,760 long-term care beds

With over 26,000 employees, 2,900 physicians and more than 6,000 volunteers who provide our services and support our patients, residents and clients, Fraser Health is continuously improving the way we deliver care. In support of its goals for better health, better care, improved patient experience and lower costs, Fraser Health will modernize a core clinical information system through the Advance program.

Advance seeks to improve the way we deliver care and the way patients experience care for better outcomes. The program focuses on re-imagining the clinical workflows for greater efficiencies and coordination across providers, enabled by the new Meditech Expanse platform. This transformation will increase automation and provide easier access to data to gain insights for improved patient care and in support of continuous quality improvements (CQI).

Today, Fraser Health runs a single database of MEDITECH Client / Server across twelve acute care sites (total 2,500 beds) and one out-patient and day surgery center.

The implementation strategy for MEDITECH Expanse, as part of the Advance program will focus on implementing current functionality, as well as, advanced clinical system, with the target goal to roll-out across all 12 sites. The advanced clinical systems will include full nursing and allied electronic documentation, physician documentation, closed loop medication management and computerized clinician order entry. Subsequent phases will replicate this implementation across all acute sites and the out-patient and surgical day center.

MEDITECH Expanse will integrate with over 50 downstream systems. Many of these Integrations leverage the Fraser Health Enterprise Integration Platform, MS Biztalk. Use of Biztalk provides scalability, reusability and cost savings for interface development as Information from MEDITECH Client / Server and MEDITECH Expanse will need to flow to each downstream seamlessly.

Currently, the project is mid way thru build phase and wave 4 of site are looking for Biztalk developer to implement interface between Expanse and many ancillary systems. The Biztalk developer will redesign and re-analyzed each interface based on the interface specifications of Expanse and target ancillary systems. Followed by redevelopment based on the establish architecture, development standard, and DevOp process.

  • Services Required :

    Professional Services firms / providers on the PHSA and Fraser Health’s CIS Pre-Qualified list are invited to provide a submission to this Statement of Work.

    The project is looking for a professional services firm to provide a Biztalk developer for with key deliverables and activities outlined below :

  • Overall Interface Development responsibilities associated with this specific work-package.
  • Analysis technical information and documentation from vendors
  • Work closely with the Integration Project lead to drive the day-to-day activities, as well as, ensure effective communication and escalation of risks and issues within the established project governance;
  • Create technical documentation and artifacts based on the project need and FH policies
  • Develop, test, and debug the interface per specification
  • Include but not limited to the report should also be the risks, considerations, constraints including any analysis
  • Support the general activities to progress the broader integration domain upon the request of the Integration Project Lead, as well as, the overall work stream PM and program leadership that includes but not limited to the following :
  • Work and collaborate with other stakeholder on status, risks and timelines
  • Attend project meetings
  • Participate in internal project meetings
  • Identify risks and issues and facilitate resolution
  • Knowledge Transition – Mandator y While Fraser Health is looking for providers in this phase, the overarching guiding principle and goals of the “Advance program” is to manage the implementation with internal FHA resources given the long-term nature of the project. With this in mind, a key expectation is the effective transition of knowledge throughout the course of the contract by the consulting firm to internal FHA resources.

    Escalation of project’s risks and issues will be raised appropriately through the established governance

    without exception (ie, follow the PMO processes). Any deviation with impact to project schedule, scope

    and activities will be subject to review and possible termination of the contract at the sole discretion of

    FHA.

    Qualifications Or experienced required :

    Technical Health care experience preferred

  • Working Knowledge of HL7v2 is a must
  • Hands on development experience with Microsoft Biztalk is a must
  • Experience working at Fraser Health
  • Experience working on large health care integration initiatives / projects
  • Hands on development experience with .NET, C#, Visual Studio
  • Experience with Azure DevOp (On-Premise)
  • Experience with Software Development Life Cycle
  • Experience working with project stakeholders, including business stakeholder, project managers, and business analysts from teams
  • Experience to create technical project documentation
  • Knowledge of FHIR, API will be an asset.
  • Experience of working in a large team environment.

    Subcontracting :

    If the service providers intends to use sub-contractors, this must be clearly stated. The service provider must also clearly outline the structure detailing the roles and responsibilities of each party and who will be the primary lead on the contract. In addition, a clear description of how performance issues will be addressed needs to be articulated in the response.
