Position Description:
- Building Permit Tracking System (Cityview)
- Troubleshoot and resolve identified problems within Cityview operations, workflows, business rules for all functions of the department, and coordinate system solutions with the IT department as required.
- Supports the ongoing development, implementation, and evolution of the Cityview system.
- Update Cityview as needed.
- Acts as main contact for Cityview.
- Resolve Cityview software concerns.
- Lead the integration of Cityview into the daily operations of the County, including staff training and the preparation of manuals, system documentation, and user guidelines.
- Evaluate application permissions to ensure staff compliance with established procedures and effective adoption of system usage.
- Work in collaboration with Information Technology (IT) and other staff in the installation and configuration of Cityview, management of data, storage structures, data integrity and user access.
- Coordinate the investigation of system errors to identify root causes, advise teams on resolving user errors, and share practical tips to enhance system understanding and utilization for improved performance.
- Correct any data entry errors in Cityview.
- Recommend modifications and/or enhancement to Cityview to meet user needs.
- Understands the interrelationships and information flow between different user applications in Cityview, including Permitting and Inspections, Bylaw Enforcement, Planning and Engineering.
- Perform testing for all process and workflow changes and provide accurate and concise feedback to ensure the department’s needs are met.
- Reviews existing processes and identifies and recommends opportunities for efficiency improvement through streamlined Cityview processes, reports, and documents.
- Communicate business requirements to Information Technology department staff where system changes are required.
- Scan and attach documents into Cityview and work independently to ensure that Cityview runs efficiently.
- Perform Cityview release upgrades (test code, set up user accounts).
- Electronic Building Permit Submission EBPS (Portal)
- Provides direction and coordination of system workflow enhancements for the Electronic Building Permit Submission EBPS (portal) system.
- Communicate regularly with internal staff and external stakeholders on EBPS deficiencies and process interruptions.
- Troubleshoot and resolve technical issues faced by both staff and the public related to EBPS.
- Technology Support
- Assist with software development.
- Work with Communications & Customer Service to promote Building Services initiatives.
- Assist with maintenance and development of all promotional material including website content and document updates.
- Assist with land management system changes and testing to support Building Services workflows.
- Maintain applicant handout information packages by creating/designing/updating forms.
- Maintain internal and external SharePoint sites and integrate with electronic plans review software (Bluebeam).
- Develop and maintain workflow processes and procedures for electronic permit submissions and review.
- Website Management
- Coordinate and oversee the updating of content on the intranet and departmental website pages to ensure the information accurately reflect the department’s services, policies and procedures; Ontario Building Code; Ontario Building Code Act, applicable laws and the Accessibility for Ontarians Disability Act (AODA).
- Manage and maintain the Building Services website content pages and website forms.
- Collaborate with Communications and Customer Service staff
- Coordinate website functionality with the IT department that relates to file management document library changes, and external vendors for e-services and page queries.
- Handle direct contact from customers, staff and other stakeholders in a timely manner and ascertain appropriate responses or connections to others.
- Create reports on a scheduled basis and distribute them to management and other outside agencies (, MPAC, Stats Canada, Tarion).
- Assist with answers and statistics to management, staff, members of the public.
- Assist with research, analysis and data collection of municipal best practices with regards to the Ontario Building Code and related policies and procedures
- Provide formal reporting to the Chief Building Official.
- Conduct research of emerging technology-based advancements within the industry and evaluates the viability of new systems or enhancements.
- Perform other administrative duties and work on special projects as assigned.
- Other duties as assigned.
Requirements
Knowledge and Experience:
- Graduation from a two (2) year community college program or equivalent in Computer Science, Public Administration, Public Service or Business Administration; or other related program with a focus on database management.
- 3 years’ experience in a business and technology position with related experience in application support, configuration, and process improvement within a municipal or enterprise environment an asset.
- Advanced knowledge of procedures related to administrative functions of the Ontario Building Code and Building Code Act.
- Demonstrated experience with Harris/CityView software, CityView Portal, and Bluebeam or similar software preferred.
Skills and Abilities:
- Strong customer service skills with the ability to deal appropriately with contentious situations and to exercise discretion, judgment, diplomacy and confidentiality when dealing with the public, employees and stakeholders.
- Good understanding of provincial statutes including Ontario Building Code Act, Planning Act, Municipal Act.
- Strong understanding of planning and development process, building permitting process, inspections, and enforcement workflows.
- Strong interpersonal, communication, organizational and time management skills.
- Ability to work independently as well as a team player.
- Proven organizational skills demonstrating effective time management, accuracy, and adaptability.
- Excellent communication, administrative and interpersonal skills.
- Ability to work independently with little direction in a fast paced and stressful environment, meeting deadlines with constantly shifting priorities.
- Comply with corporate and departmental policies and procedures.
- A valid Ontario G driver’s license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process.
- Computer knowledge in corporate standard software (Microsoft Office, Pearl, FMW) and department specific software (Cityview, Bluebeam).
- Must be aware of safe work practices as they relate to job responsibilities and work environment and have the basic understanding of the Occupational Health and Safety Act.
