Job description

The Building Engineer/Building Architect works with a high degree of independence in the provision of professional services related to the planning and design of building construction, renovation or repair projects in Department buildings as well as buildings operated by Client Boards and Agencies. The Building Engineer/Building Architect represents the Department, as Project Leader, at meetings with client departments or agency user groups, public interest groups, consultants and contractors associated with building projects. This position is responsible during the construction phase of a project to resolve/mediate technical and contract issues. The Building Engineer/Building Architect monitors and evaluates the work, directs change/modification as warranted. The resolution must be both technically correct and fairly respect the contractual obligations of both Contractor and the Department.

Duties will include but are not limited to:

  • Meeting with clients and engineering or architectural consultants to review problems that have arisen during construction and identify cost effective solutions;
  • Arranging and participating in meetings with clients associated with building projects, to discuss the projects, to discuss the project requirements and obtain information relating to existing on-site conditions;
  • Completing site surveys, measurements of existing physical features at various sites, evaluating existing building systems and components;
  • Carry out analysis of construction project requirements presented by clients in conjunction with existing conditions and budget; followed by development of potential solutions for review by Professional Engineers, Architects and the Manager of Contract Administration;
  • Developing detail sketches and plans required to communicate concepts to client or public and construction details and documentation for inclusion in tender documents;
  • Inspecting, and providing direction to ensure that construction work associated with new or renovation projects, meets contract requirements is carried out in accordance with the drawings and specifications;
  • Review design work carried out by consultants in connection with building construction projects, to ensure project requirements have been addressed and solutions are functional, energy efficient as well as economical;
  • Responsible to manage, supervise, and monitor the work of consultants, architects, engineers and contractors to ensure accuracy and timeliness of their work in order to move projects forward.
  • Monitoring, and providing direction as required, to ensure satisfactory progress of construction work and review associated components or systems, to identify conflicts prior to work proceeding; thus, reducing costs associated with modifying work already completed;
  • Reviewing and providing initial approval or rejection of progress claims and invoices submitted by contractors; submit claims and invoices to supervisor with recommendation for approval, ensuring that adequate deficiency and mechanics lien holdbacks are maintained;
  • Other duties as assigned;

Minimum Qualifications:

  • Must have a Bachelor of Science Degree in Civil Engineering or Degree in Architecture;
  • Must hold, or be willing to obtain, a professional designation membership in the Association of Professional Engineers of PEI or the Architects Association of PEI;
  • Extensive experience with planning and design associated with construction, renovation and repair of commercial and institutional buildings;
  • Extensive experience related to project implementation and administration of contacts associated with commercial and institutional building construction;
  • Considerable experience as a project leader for planning and design of commercial and institutional building projects;
  • Experience with leading and implementing Construction Management delivery model during design and construction of commercial and institutional building projects;
  • Experience with the planning, design and construction of healthcare facilities would be considered an asset;
  • Experience preparing and facilitating presentations to committees and client groups;
  • Strong interpersonal and leadership skills;
  • Strong analytical and communication skills;
  • Extensive experience using word processing, data base and spreadsheet software is required;
  • Knowledge about the use of computer assisted drafting (CADD) software would be an asset;
  • Applicants must have a valid Prince Edward Island driver’s license and access to reliable transportation;
  • Must provide a current and satisfactory Criminal Record Check, prior to employment;
  • Must provide a current hearing test, prior to employment;
  • Must have or be willing to obtain First Aid, CPR and WHMIS training;

Other Qualifications:

  • Occupational Health and Safety training would be considered an asset;
  • Bilingualism (French) is considered an asset;
