Job descriptionResponsible for managing the budget, design, procurement, construction administration and delivery of the Township’s core infrastructure capital program, including road reconstructions, storm, water and wastewater replacements / rehabilitation, bridge and large culvert replacements / rehabilitation and stormwater facility rehabilitations. Manages, reviews, and sign-off external consulting engineer assignment in the implementation of capital projects, environmental assessments, functional designs, master plans, and studies. Oversees the preparation of procurement packages, actively participates in the evaluation of bids, and makes recommendations on the award of contracts. Monitors project status, attends site meetings and recommends payment of contractor progress certificates and change orders. Responsible for the development / formulation of design concepts, setting scope and design parameters, and provides cost estimates of municipal infrastructure construction projects. Prepares technical / corporate infrastructure reports, provides recommendations and attends staff, community, Council / Committee and other meetings, as required. Provides technical advice to other departments, external agencies and committees for asset management, capital infrastructure, studies, reports, and capital programs. Responsible for all work associated with permits ensuring compliance with Federal, Provincial and local regulations. Responsible for resourcing technical support during construction specifically, field inspections, material testing while maintaining site health and safety. Prepares draft annual operating and capital budget submissions including the 10-year capital forecast for infrastructure maintenance, reconstruction, and rehabilitation of capital projects and special projects. Oversees the administration and management of assigned budgets to ensure budget control, and makes recommendations on budget reallocations, as necessary. Prepares reports / recommendations to Council, attends Council meetings, as required; makes presentations and provides advice / guidance on engineering matters including project status updates, resolution of construction issues, water, wastewater, and asset management matters. Responsible for the review of servicing applications in consultation with the development engineering team to identify impacts to existing infrastructure; liaises with Operations & Maintenance with respect to reviewing or identifying priorities for infrastructure improvements and maintenance implications of capital projects. Responsible for the Asset Management portfolio including planning, asset inventory, financial planning, and reporting. Responsible for and provides oversight to the Township’s water and wastewater operations through the contracted services, Overall Responsible Operator. Ensures full compliance with the Drinking Water Permits, CLI-ECA’s and other regulatory requirements. Identifies, creates, implements, and updates engineering policies, standards, and practices with respect to capital project delivery and makes recommendation to the Director, as required. Conducts site visits, performs visual inspections of work in progress, ensures projects are on schedule, ensures corporate concerns are addressed and provides responses to contractors’ concerns. Prepares status reports. Manages communications with residents on a proactive basis throughout the planning, design, and implementation stages of capital projects. Liaises with staff, internal stakeholders, public, property owners, builders, contractors, consultants, utilities, government agencies and other municipalities on capital projects and responds to enquiries. Keeps informed of changes in local, provincial, and federal legislation to ensure compliance as they pertain to the capital project portfolio. Performs other related tasks, as assigned in accordance with the job responsibilities necessary to meet departmental and corporate objectives. Responsible for processing and signing off on applications under the MECP transfer or review Consolidated Linear Infrastructure, Environmental Compliance Approval applications. Manages the day-to-day operations of the Infrastructure Unit, including staff leadership and direction. Supervises assigned staff with scheduling, training, performance management, health & safety training (OSHA), discipline, authorizing payroll, approving overtime and resolving staff concerns. Performs other duties as assigned. University degree or diploma in an Engineering program and be eligible for membership with either the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or Professional Engineers of Ontario (PEO). Five years or more directly related engineering experience in municipal project management, including capital planning, design, budget preparation, procurement, contract administration, and construction of infrastructure projects. Experience in linear transportation assets (roads), bridges / culverts, water, wastewater, stormwater and asset management. Experience managing consultants, contractors, and delivering large complex municipal infrastructure projects. Experience managing staff including team development, performance management, mentoring, and coaching. Certification as a Project Management Professional (PMP) is considered an asset. Excellent interpersonal, communication, project / time / records management experience, organizational, research, report writing, presentation, problem-solving, public relations, negotiations, collaboration, and supervisory skills. Thorough working knowledge of municipal infrastructure construction best practices, applicable legislation, regulations, and engineering standards; working knowledge of local government functions and responsibilities, provincial government, and associated agencies as they relate to municipal engineering responsibilities and labour / employee relations principles, practices and applicable legislation. Ability to prepare, administer, and manage budgets. Proficiency with computers and networks, knowledge of related technology and hard-software packages. Practical experience in review of development engineering, engineering and architectural design submissions and regulations, public service needs, government and consulting studies and submissions. Ability to collaborate and work harmoniously in a team environment, deal courteously and effectively with stakeholders, other levels of government, contractors, architects, and elected officials. Flexibility / availability to work overtime and / or respond to “after hours” emergencies, as required. Class G Driver's License in good standing. Thorough knowledge of all applicable legislation, standards, and guidelines and Township of Springwater engineering standards, including Ontario Provincial Standards / Specifications; Ontario Provincial Standard Drawings; ASTM, AWWA, CSA; Ministry of Transportation Design Manuals / Construction Manual; Ontario Traffic Manual and the OHSA. Due to the responsibilities of this position, a Criminal Reference Check satisfactory to the Township is required.

The Township of Springwater, located in the heart of Simcoe County, is a mixed urban / rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for the permanent, full-time position of Manager, Capital Infrastructure Delivery.
Reporting to the Director of Public Works & Infrastructure, the Manager, Capital Infrastructure Delivery will be responsible for leading and managing all aspects of the delivery of complex capital infrastructure projects for the Township, including linear transportation assets, bridges / structures / culverts, water linear assets, as well as wastewater linear assets and stormwater collection systems. The position will lead in the preparation and administration of the annual operating and capital budget submissions, financial management, capital projects program planning, and directly manage complex project assignments such as environmental assessments and master plans. The Manager, Capital Infrastructure Delivery will have oversight over the Ontario Clean Water Agency (OCWA), the operator of the Township's water and wastewater facilities.
The Township offers flexible work arrangements, including an opportunity for this position to participate in our 4-day work week program.

The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $113,457.91 to $132,730.26 per annum (2025 rate).
Hours of Work
This position will work 35 hours per week; however, occasional hours outside of normal business hours, including attendance at evening meetings, will be required.
