About Our Opportunity


The Business Intelligence and Data Lead helps OEA use data, evidence, and community input to understand where barriers and inequities exist and what actions may be needed. This role supports the requirements of the Dismantling Racism and Hate Act and the commitments in the Equity and Anti-Racism Strategy. The position helps government make better decisions by turning information into clear insights that can support equitable outcomes for communities across Nova Scotia.

To be successful in this role, you must be able to gather information from different sources, organize it, and explain what it means in a clear and practical way. You may also work with government partners to decide what equity data should be collected, how it should be collected, and how it can be used responsibly to improve programs, services, and policies.

This position is also responsible for developing and managing an equity dashboard and a reporting platform using Microsoft Power Apps. These tools will help track progress, report on commitments, and share useful information with government partners. The role may also support evaluation projects, policy work, and community engagement by helping design clear ways to gather and use community knowledge, such as advisory tables and engagement processes.

Primary Accountabilities

  • Develop, manage, and improve tools such as an equity dashboard and reporting platform to help track progress and share information clearly.
  • Provide clear advice to OEA leaders and government partners on equity data, including where improvements may be needed.
  • Make sure data and analysis are connected to the real policy, program, and service needs of OEA and government.
  • Develop measures that help government understand risks, track outcomes, monitor progress, and make better decisions.
  • Support evaluation work within OEA by helping assess what is working, what needs improvement, and what impact the work is having.
  • Bring together numbers, stories, research, and community input to create clear information that supports decisions.
  • Identify emerging issues, barriers, and inequities in areas such as health, housing, justice, and the workforce.
  • Connect equity findings to government priorities and provide timely, evidence-based advice on policies, programs, and emerging issues.
  • Use demographic, service, and outcome data responsibly to help understand how different communities may be affected by government decisions.
  • Prepare briefings, dashboards, and analysis that show equity trends and how they relate to government priorities.
  • Help make equity analysis a regular part of how government identifies and manages risks.
  • Turn community experiences and feedback into practical advice that can improve policies, programs, and services.
  • Make sure community input is collected, reviewed, and used in a consistent and meaningful way.
  • Support stronger trust and accountability between government and underserved and underrepresented communities.
  • Keep records organized and managed according to government policies and legal requirements.

Qualifications and Experience

To be considered for this opportunity, you must have a bachelor’s degree in a related field, such as public administration or social sciences, along with several years of related work experience. An equivalent combination of education, training, and experience may also be considered.

Experience using Microsoft Power BI or similar data visualization tools is required. You are also comfortable using Microsoft Office tools, including Word, Excel, and PowerPoint.

You are motivated, resourceful, and able to build strong working relationships with people inside and outside OEA. You have experience developing and supporting data-informed projects and evaluation work. You can manage several projects at the same time, stay organized, and deliver results with limited supervision.

You are able to make thoughtful decisions, think strategically, and look for ways to improve how work is done. You understand the importance of diversity, equity, inclusion, and accessibility, and you consider the different needs and experiences of people and communities when working with others. Experience working with underserved and underrepresented communities is required to be successful in this role.

You bring strong analytical skills, a focus on service, flexibility, clear communication, and a commitment to results. You understand equity-related terms and issues, including racism, discrimination, homophobia, transphobia, and sexism.


We may assess these qualifications and skills through tools such as a written exercise, tests, presentations, interviews, and reference checks.

Additional Information

This is a two-year term position with an anticipated end date of July 31, 2028.

This position may require occasional travel within Nova Scotia to meet with partners, attend meetings, or support program and sector engagement.

Pay Grade: EC 11

Salary Range: $3,571.99 - $4,465.03 Bi-Weekly
