Job Description

Position Overview

The Estimator is responsible for preparing cost estimates and bids for service contracts.

This role sits within the finance function and is exclusively focused on cost estimation, financial analysis, and proposal preparation.

The position involves collaboration with internal teams to gather required information for estimates, ensure accuracy of cost assumptions, and validate data used for pricing and bid development.

The ideal candidate is analytical, organized, detail-oriented, and has experience in landscaping and/or winter services, including municipal and public sector contracts.


Key Responsibilities

Estimation & Bidding

Prepare detailed andaccuratecost estimates for: Landscaping maintenance and turf management Seasonal planting and landscape enhancements Landscape construction and small-scale projects Snow and ice management services Evaluate labour, material, equipment, and production rates to develop competitive bids Review site plans, drawings, specifications, and tender documents (RFP/RFQ) Prepare compliant proposals for municipal, provincial, federal, and institutional contracts Analyze historical cost data to improve estimating accuracy and pricing strategies


Financial Analysis

Ensure accuracy and consistency of data used for pricing Analyze historical performance and cost data tooptimizepricing strategies Contribute to continuous improvement of estimating models and cost structures


Systems & Documentation

Use Aspire to develop estimates and structure bid data Maintain production rates, pricing sheets, and cost models Clearly document assumptions, inclusions, and exclusions in all proposals Ensure data integrity to support financial reporting and analysis


Qualifications

Education & Experience

University degree in Engineering, Mathematics, Finance, Business, Physics, or a related field 1 to 3 years of experience in estimating, analysis, or a similar analytical role Experience with government or institutional tenders (asset) Knowledge of landscaping or snow removal operations (asset)

Skills & Abilities

Strong analytical and numerical skills Ability to read and interpret site plans, drawings, specifications, and contracts Excellent organizational skills and strong attention to detail Proficiencyin Aspire, LMN, or similar estimating/project management tools Positive attitude, team-oriented mindset, collaborative, and sound judgment


Additional Requirements

Valid driver’s licenseBilingualism in French and English (spoken and written) is required due to interactions with clientslocatedoutside Quebec.Comfortable working in a dynamic environment

L’Estimateur(trice) est responsable de l’estimation et de la soumission pour les contrats de service.

Ce rôle relève du Département des Finances et est axé sur l’estimation, l’analyse des coûts et la préparation des soumissions.

Ce poste implique une collaboration avec les équipes internes afin de recueillir les informations nécessaires à la préparation des estimations, d’assurer la précision des hypothèses de coûts et de valider les données utilisées pour la tarification.

Responsabilités principales

Estimation & soumissions

Préparer des estimations détaillées et précises pour :

Entretien paysager et gestion du gazon PlantationsaisonnièreetaméliorationspaysagèresAménagementspaysagerset petitsprojetsServices de gestion de la neige et de la glace Évaluer les coûts de main-d’œuvre, matériaux, équipements et taux de production afin de développer des propositions compétitives Examiner les plans de site, dessins, devis et appels d’offres (RFP/RFQ) Préparer des soumissions conformes pour les contrats municipaux, provinciaux, fédéraux et institutionnels Analyser les coûts historiques afin d’améliorer la précision des estimations et des prix

Analyse financière

Assurer la précision et la cohérence des données utilisées pour la tarification Analyser les données historiques afin d’optimiser les stratégies de prix Contribuer à l’amélioration continue des modèles d’estimation et de coûts

Systèmes & documentation

Utiliser Aspire pour préparer les estimations et structurer les données de soumission Maintenir à jour les taux de production, feuilles de prix et modèles de coûts Documenter clairement les hypothèses, inclusions et exclusions des soumissions Assurer l’intégrité des données pour soutenir les analyses financières

Qualifications

Éducation & expérience

Diplôme universitaire en ingénierie, mathématiques, finance, commerce, physique ou domaine connexe 1 à 3 ans d’expérience en estimation, analyse ou rôle similaire Expérience avec les appels d’offres gouvernementauxBonne connaissance des services d’aménagement paysager ou de déneigement
