POSITION SUMMARY
Under general and broad supervision of the Executive Director, Financial & Budget Services, the incumbent provides leadership to the UTM Planning & Analysis group.
The Director, Planning & Analysis serves as the key advisor and consultant to UTM senior management on policy and planning decisions, strategic advise and analysis, particularly in the areas of short-term and long-term planning for faculty & staff complement, enrolment, tuition levels, academic program development and overall budget issues.
The incumbent advises the senior executive team through the annual process required to change faculty complement, enrolment targets, tuition fees and the UTM budget and long range plan, ensuring cohesion and adherence to all University requirements.
The incumbent also leads the team that maintains the campus / faculty’s academic budget model, provides management information and analytical support to UTM senior management for decision-making, strategic planning, and policy formation for complement, enrolment, tuition, budget, space, and very large campus initiatives involving these areas.
This position is responsible for all aspects of the long-range plan development.
The incumbent is the senior liaison with the Provost’s Planning and Budget Office, providing leadership regarding the ongoing review process for the operating budget and long range plan for UTM, enrolment, tuition, program, budget and central cost allocation issues on behalf of UTM.
This position is technically demanding, requiring an in-depth understanding of the underlying principles of enrolment planning, all aspects of academic programs, revenue and cost allocation, divisional budget issues, provincial and federal environments, the economic landscape, government policy and funding issues.
QUALIFICATIONS
Education :
University degree in business administration and completion of Certified Professional Accounting (CPA) Designation or equivalent combination of education and experience.
Completion of accounting, finance, and / or computer programming courses is required. Advanced degree of understanding of financial and accounting principles, practices and theory.
Experience :
Minimum 8 years related experience in a complex environment at a senior level, including financial, budgeting and / or analysis.
Experience collaborating and interacting with senior administrators and providing advice and expertise, strategic financial planning, budgeting, financial analysis, statistical analysis and computer assisted analysis.
Experience in report writing and delivering presentations. Experience in negotiating sensitive and complex financial arrangements.
Experience in team building, training and managing staff. Knowledge of higher education policies, budgeting, financial policies, enrolment management is an asset.
Skills :
Excellent writing, communication, presentation, and team leadership skills. Excellent networking skills. Able to deal with senior administrators as peers.
Able to work in ambiguous situations, with multiple interruptions and conflicting deadlines for large complex projects. Able to work in conflict situations with pressure.
Extensive knowledge of large financial and Human Resources systems. Excellent knowledge of Excel, Word, Powerpoint. Ability to use databases, including COGNOS
Must have the ability to become proficient with new software programs as needed, including complex computerized databases, computer programming languages and financial systems.
Working knowledge of the University’s Student Information System (ROSI) and Administrative Management System would be an asset.

High degree of independence is required. Ability to simultaneously lead multiple complex projects. Ability to quickly achieve an in-depth understanding of all aspects of the University organization, operation, inter-relationships, policies in the areas of academic programs, faculty association issues, enrolment, provincial funding and budgeting and to keep up to speed on changes in all areas as they unfold.
Ability to maintain a high level of discretion and confidentiality is a must. Ability to work in conflict and pressure situations.
Ability to work with senior level University and campus administrators as peers.
