Specialized IT Consultant - Senior

The Senior TrainingLead resource is required to plan and manage the transitiontraining required for the Land and Resources Cluster (LRC) and itspartner ministries as part of the new Public Safety Radio Network(PSRN) program.

Implementation

• TheTraining Lead position as part of the LRC Communications andTraining Stream of the PSRN program will be responsible forensuring the required Training materials and products are deliveredon time in scope and within budget with responsibilities that shallinclude but not be limitedto :
• Workwith the key stakeholders for LRC and its partner ministries andvendors to understand and document the PSRN trainingrequirements
• Createand implement the LRC multiministry PSRN training strategy androlloutplan
• Workwith the PSRN Streams and other internal resources and thirdpartyvendors to ensure the effective and timely execution of the plannedtrainingactivities
• Managethe delivery of the LRC PSRNtraining
• Ensurethe training project activities are delivered ontime and withinscope andbudget
• Actas the single point of contact (SPOC) for the LRC PSRNtraining
• Ensureeffective utilization of the LRC project management methods toolsand documentation
• Measuretraining project performance using appropriate tools andtechniques
• Performongoing issue and risk management to minimize projectimpacts
• Maintaincomprehensive training projectdocumentation
• Prepareexecutive project status report for LRC PSRNtraining
• Conductand manage training project governance as defined byLRC
• Deliverableswill include but are not limited to developing training materialsin print and digital formats for all training modalities : instructor led classroom virtual classroom ondemand eLearning andvideo modules.

They will include Facilitators Guides LearnersGuides Job Aids eLearning Modules Interactive Video Online Tests / Quizzesetc.

• Experienceand skills in creating and maintaining plans and coordinatingproject tasks
• Provenexperience working with teams and to create and implementlargescale training rolloutplan
• Demonstratedexperience in creating user manuals and reference guides for bothtechnical and nontechnicalusers
• Excellentwriting skills in English language
• Extensiveexperience creating training material or userdocumentation.
• Experienceworking on a project team to deliver high profile traininginitiatives
• Experiencewith computer and software applications for development of trainingmaterials storyboards and elearning modules including presentationsoftware webbased facilitation tools and eLearning software.

Ableto work with design documents andstoryboards.

• Knowledgeand experience with graphic design principles and software. Expertuse of Microsoft Office Suite Good graphic designskills
• Excellentskills in the use of tools such as Adobe Captivate AdobeIllustrator Adobe Premiere Adobe After Effects PowerPoint ExcelAdobe Connect Articulate Storyline Microsoft Teams SharePointSCORM
• Solidexperience in building and maintaining clientrelationships
• Highlydeveloped interpersonal and consultation skills with the ability tonegotiate outcomes
• Excellentverbal and written communication skills with proven experience intraining communication
• Experiencedrafting and presenting materials for executive review at thesenior leadershiplevel
• Skillsand experience using the Analysis Design Development Implementationand Evaluation (ADDIE model of learning design and development)learning development model
• Experiencewith developing online training programs targeted for diverse adultlearningaudiences.
• Musthave above average verbal and written communication skillsespecially in English as well as excellent organizationalfacilitation presentation and interpersonal skills
• Must haveexperience in the development design and delivery of trainingmaterials for technical and non technicalusers
• Musthave demonstrated experience in creating customized online trainingmaterials and above average skills in graphicdesign
• Musthave knowledge of adult education principles / practices (e.g.development strategies / methods testing andevaluation)
• Musthave experience with computer and software applications fordevelopment of training materials story boards and e learningmodules including presentation and eLearning software and webbasedfacilitationtools
• Allroles procured are required to be cleared through the ContractorSecurity Clearance Process of the OPS. Security Clearance processlevels roles etc.

Requirements

MustHaves :

• Provenexperience in creating and implementing a largescale trainingstrategy and rolloutplan
• Solidexperience as a Trainer in delivering training to both technicaland nontechnicalusers
• Experiencemanaging and coordinating a largescale training project withmultiple stakeholders that have varying needs requirements andrestrictions
• Experiencewith designing online training programs for Public Safety Radioimplementations
