Responsibilities :

StrategicPlanning &Management :

  • Documentmanage and maintain Integrated Program management plan and schedulefor DIDP Planning and Implementation Program consisting of programobjectives strategies and priorities scope deliverables requiredresources and skill sets budgets and timing for all operationalsustainment and project components required to ensure successfulProgramdelivery
  • Managedaytoday Program and project teams for optimal returnoninvestmentand coordinate crossproject interdependencies required in supportof Programdelivery
  • Establishstakeholder communication strategies and plans. Ensure soundstakeholder engagement andmanagement
  • Documentmanage and maintain integrated Program Risks and Issues ManagementPlan for theProgram
  • Workwith stakeholders / project teams to conduct regular Program risksand issues analysis identify Mitigation Plans and produce regularProgram risks and issues managementreports
  • Developand maintain Program assessment protocols and key performanceindicators (KPIs) for measuring delivery progress and continuedimprovements of theProgram
  • ProvideCSIMB Director with regular program statusupdates.

Program Management andOperations :

Provideprogram implementation or understanding whether a program has beenimplemented as planned and to identify barriers to optimal serviceuse.

Execute the operational processes intended to produce orcontribute to the desired outcomes how well the program isfunctioning and how congruous services are with the goals of theprogram

  • Ensureaccountability for the program s centralized group of projects andtheir successful full life cycledelivery
  • Ensureprograms are delivered cost effectively and efficiently and incompliance with organization s methodologies standards andframeworks
  • Leadand oversee program strategy development from inception through toproject closeout and any required transition to operations businessplanning benefits identification and organization funding requestsfor I&ITprograms
  • Directmanage and lead multidisciplinary project teams including multipleProject Managers each responsible for an element of the project andassociated matrix teammembers
  • Monitorand manage the cost risk schedule governance technical performanceand program impact of each of the componentprojects
  • Providea program / portfolio view of project interdependencies and externalproject dependencies monitoring and reporting on exposurelevels
  • Exercisea range of leadership responsibilities including the role of coachand developer oftalent
  • Developcomplex budgets based on multiple funding channels and crossorganizationdependencies
  • Analyzeprogram and organization s environments to identify potential risksand issues; articulates and prioritizes issues and risks to seniorexecutives;

recommends mitigation strategies to decisionmakers toensure projects are delivered onschedule

  • Directstakeholder consultation facilitation and consensus building.Provides program portfolio and / or project reporting to multiplestakeholders
  • Leadstrategies and actions to overcome resistance to change andcapitalize on forces in support ofchange
  • Supervisethe development and communication of program related updatesincluding through media relations social mediaetc.

  • 10years of experience in successfully managing complex I&ITPrograms in Public sector or Broader Public Sector(BPS)
  • Superiorknowledge of current / emerging concepts in evaluation includingdesign data collection analysis interpretation andreporting

  • Indepthknowledge of Public Sector Program / Project Management artifacts (orsimilar) processes and practices and ability to produce programlevel documentation that comply with industry standardpractices
  • Indepthknowledge of industry standard such as Program and ProjectManagement Institute (PMI) and Public Sector I&IT projectmanagementmethodologies.
  • Indepthknowledge and experience with Public Sector Health relatedprojects
  • Indepthknowledge and understanding of Ministry policy and IT projectapproval processes andrequirements
