We are seeking a highly skilled and experienced Assistant Manager of Compliance to join our dynamic team. The Assistant Manager of Compliance assists the Head of Compliance Team, Head of CAOD, and Chief Compliance Officer (CCO) in overseeing and assessing Bank-wide Regulatory Compliance Management (RCM) and managing compliance risks (excluding AML and terrorist financing).

The ideal candidate will have a deep understanding of the financial services industry, strong analytical skills, and the ability to work effectively in a global environment.

Responsibilities :

  • Collaborate with various business units and departments to periodically identify, assess, and catalog applicable regulatory requirements.
  • Maintain comprehensive documentation for the Regulatory Compliance Management (RCM) process, including policies, procedures, narratives, and control matrices.
  • Perform gap analyses for new or amended regulations, develop implementation plans, and track progress until completion.
  • Document and map internal controls, identify gaps, and propose action plans to address deficiencies.
  • Review and update compliance policies and procedures related to CAOD.
  • Provide compliance guidance and challenge to businesses and departments, ensuring timely resolution of deficiencies identified during reviews.
  • Manage and monitor complaint cases, ensuring proper reporting to regulatory bodies such as FCAC and OBSI.
  • Conduct compliance testing across branches and departments to ensure adherence to regulations.
  • Track and monitor remediation progress for compliance issues, ensuring timely closure.
  • Lead and monitor ad-hoc projects initiated by the Parent Bank and handle reporting requirements to the Parent Bank, including biweekly, monthly, and quarterly reports.
  • Monitor and manage daily communications from the Parent Bank via the Notes email system, providing timely updates to the CCO and team.
  • Assist in preparing materials, drafting responses to audits, and executing rectification actions following regulatory inspections.
  • Collect and review quarterly compliance self-assessment certificates from the first line of defense.
  • Review and provide feedback on business marketing and promotional materials to ensure compliance.
  • Assist in the development and delivery of compliance training for the first line of defense, while reviewing and updating training materials as needed.
  • Perform ad-hoc duties as required.

Qualification :

  • Bachelor’s degree or equivalent experience.
  • Minimum of 5 years working experience in Compliance, Privacy, or any related banking experience within the Canadian financial services sector.
  • Strong knowledge and understanding in Financial Consumer Protection Framework.
  • Strong experience interpreting laws and regulations (e.g. Bank Act, OSFI, FCAC, CDIC, PIPEDA, CASL, etc.) as it applies to the financial services sector.
  • Strong experience with Regulatory Compliance Management software, e.g. Ethidex or similar.
  • Strong ability and comfort in dealing with all levels of staff within the Bank, as well as with regulators and auditors.
  • Excellent time management skills and ability to meet deadlines for multiple projects at the same time.
  • Strong presentation skills, and accuracy and attention to detail.
  • Proficiency in reading Chinese language is preferred but not mandatory.
  • Strong working knowledge of computer applications (e.g. Word, Excel, Outlook, etc.).
