Job description

Please note this role will work in a hybrid environment. The successful candidate will be working at our head office location in Ottawa (1800 Alta Vista Drive), and will be working a mixture of on‑site and off‑site work based on the parameters for our operations to meet the needs of our donors, our staff and our communities. Currently, employees are expected to have an in‑person presence for at least 40% of their work time. This requirement may vary depending upon circumstances.

    About The Role

    Canadian Blood Services is looking for a Regular full‑time Manager, Reconciliation Strategy, and Implementation to join our dynamic Inclusion, Sustainability and Engagement (ISE) team. The Inclusion, Sustainability and Engagement team works to ensure Canadian Blood Services is a leader in inclusion, sustainability and engagement, best positioning us to be prepared for the ever changing present and future. It stewards natural intersections between our social impact and our purpose—identifying and removing barriers to inclusion and belonging within Canada’s Lifeline.

    Role

    As part of the Inclusion, Sustainability & Engagement team, you will oversee Canadian Blood Services’ reconciliation journey, manage the Reconciliation Action Plan’s (RAP) full life‑cycle—implementation, monitoring, and scheduled refresh. The role :

  • Coordinate cross‑functional owners to embed RAP commitments into policies, programs, and day‑to‑day operations.
  • Centre Indigenous ways of knowing alongside organizational priorities, cultivate trust‑based, distinctions‑informed relationships with First Nations, Inuit, and Métis partners.
  • Translate progress and insights into clear reports for executive leadership and the Board.
  • Lead RAP governance processes, including performance measurement, enterprise reporting cycles, risk escalation, and Board / EMT‑facing updates.
  • Ensure reconciliation principles are embedded as a system‑wide driver of culture change, operational practices, and strategic planning.
  • Formula for success

  • Treat the Reconciliation Action Plan as a living document, evolving and reflecting the organization’s truth and reconciliation journey. Regularly convene Indigenous partners, Canadian Blood Services’ leaders, and frontline teams to assess progress, surface new priorities, and refresh critical focus areas. Lead scheduled (e.g., annual) reviews that weave community feedback, Indigenous ways of knowing, and organizational learning into updated commitments, ensuring the RAP always mirrors Canadian Blood Services’ reconciliation journey and future direction.
  • Coordinate, integrate, and track RAP initiatives across all divisions, embedding commitments into annual operating plans and cascading objectives to business owners. With support and guidance from the Associate Director, SPI, and Director, SPI synthesize progress and risks into concise quarterly briefs for the Executive Management Team (EMT) and leadership community, using data‑driven insights to guide decision‑making.
  • Cultivate respectful, reciprocal relationships with Indigenous Nations, Elders, Knowledge Holders, advisors, and reconciliation partners. Facilitate two‑way dialogue that aligns community guidance with Canadian Blood Services’ priorities, weaving insights into RAP work streams, policy and service design, and donor engagement—advancing reconciliation commitments with cultural integrity and mutual benefit.
  • Serve as the strategic link to the Council : shape agendas, prepare briefings and presentation materials, maintain advice registries, and monitor follow‑up on recommendations. (Additional administrative support managing minutes and logistics).
  • Partner with ISE leadership and divisional teams to weave RAP commitments into strategies, business plans, and daily operations. Closely partner with business leads to identify and remove implementation barriers and convene cross‑functional forums that aim to integrate reconciliation principles into policies, programs, and service delivery—empower colleagues to own and advance their commitments.
  • At a corporate level, with support from the Vice President ISE, the Director SPI and the Associate Director SPI, hold the portfolio of reconciliation initiatives, identify barriers, coordinate cross‑functional alignment, and drive progress.
  • Build and maintain a RAP performance measurement framework, defining indicators, data collection methods, and clear lines of accountability. Translate results into user‑friendly dashboards and executive summaries, and collaborate with Communications to share progress stories, lessons learned, and refinements, ensuring metrics are aligned with best practices and organizational objectives.
  • Lead enterprise reporting cycles (quarterly, annual, RAP refresh) ensuring integration with corporate strategy and disclosures.
  • Advise colleagues on culturally appropriate protocols for engaging Elders, Knowledge Holders, and Indigenous communities, acknowledging the diversity of First Nations, Inuit, and Métis perspectives and the limits of any one individual’s lived experience. Identify opportunities to build organizational fluency in culturally safe practices.
  • Coordinate efforts to embed reconciliation messages and opportunities into existing corporate channels :

  • Partner with Communications and Learning and Development to keep staff and external stakeholders informed of RAP commitments and progress.
  • Support development of targeted resources on Indigenous cultural humility and reconciliation, ensuring the time invested remains proportionate to the role’s broader mandate.
  • Lead organizational awareness, education, and training initiatives related to reconciliation, Indigenous governance, cultural safety, and distinctions‑based knowledge.
  • Desired education and skills

  • Completion of a University degree in Indigenous Studies, Social Sciences, Health Sciences, Public Administration, Business or another relevant field.
  • Additional education or certification related to Indigenous Relations and Reconciliation, complemented by
  • Minimum 5 years of progressively more complex recent experience in roles focused on Indigenous relations, truth and reconciliation, and leading the development of reconciliation strategies, plans, programs and / or frameworks.
  • Deep understanding of reconciliation principles, Indigenous cultures, rights and issues in Canada.
  • Demonstrated ability to translate Indigenous‑led insights into organizational strategy.
  • Demonstrated experience leading organizational or program‑level initiatives involving Indigenous communities.
  • Qualified Indigenous candidates will be given preference throughout the selection process. Lived experience, community relationships, and distinctions‑based knowledge (First Nations, Inuit, Métis) are valued as technical competencies equivalent to formal education.
  • An equivalent combination of education, training and experience may be considered.

  • This role will work in a hybrid environment with requirements to be onsite at Canadian Blood Services location 40% of the time / 2 days of the week.
  • You will work Monday to Friday, 37.5 hours per week, 7.5 hours per day.
  • You may be expected to travel a couple of times per year, and as required.
